Deputy Division Manager/Sr. Systems Engineer, Analysis & Advanced Technology Solutions

Deputy Division Manager and Sr. Systems Engineer responsible for a 45-member division with several software development and operations and maintenance projects in support of an Intelligence Community customer. As a Lead Systems Engineer managed development and maintenance activities for Lotus Notes and Oracle based information management systems in a distributed architecture. Also supported technology research in wireless communications, information security, and knowledge management for In-Q-Tel, an information technology investment firm established by an agency of the U.S. Government.

Project Manager, Software & Systems Integration Group

Project Manager for Special Functions Project under the FBI Interstate Identification Index (III/FBI) Integrated Automated Fingerprint Identification System (IAFIS). This was a criminal history system for federal, state, and local law enforcement agencies via the National Crime Information Network. Performed project planning and oversight, managed system/software engineering, test engineering, and system support activities as a senior member of the SAIC III/FBI IAFIS management team. System components consisted of gateways, firewalls, mirrored servers and databases configured to support 24 X 7 operations meeting most C-2 level security requirements. This SAIC III/FBI project was evaluated at a Software Engineering Institute (SEI) Capability Maturity Model (CMM) Level 3.

Division Manager, Technology Development

Division Manager, Technology Development, responsible for the management of 45 employees and 6 projects. The division consisted of software/systems developers and document conversion specialists. The information technologies included large-volume, UNIX-based electronic document conversion systems. Also established the SAIC Corporate Resume Conversion Service Center to assist SAIC Corporate Human Resources in managing 100,000 paper resumes received each year using a UNIX client/server and a PC based Novell client/server system with image, optical character recognition, and automated indexing technologies. The Division’s software development process was evaluated at a SEI CMM Level 3.

Deputy Division Manager, Environmental Information Services Division

As Deputy Division Manager and Program Manager, provided program management activities for the Department of Energy Environmental Restoration and Waste Management Program’s information systems. Conducted studies to integrate systems and reduce data redundancy between systems. Managed requirements analysis for inventory and document management system for the above program office and supported the development of several records management and information tracking systems for a variety of Environmental Impact Statement Programs.

5/74 to 8/90: Staff Management Consultant, Stone and Webster Engineering Corporation

As a Staff Management Consultant, was responsible for development of management information systems in support of hazardous chemical and nuclear power plant engineering and construction projects.
