Managed physical security in a 10 story office facility employing in

excess of 2,000 employees. Provided supervision and coordination between

ACF and a 13 person contract Guard Force manning four primary guard stations.

Manager of the facility access control system which includes ID Card processing,

access control operations at 60 entry points and managing an approximate

4,000 record database involving the personnel entering the facility on

a routine basis. Recent accomplishments include upgrading an existing

swipe card access control system to a proximity card reader system for

the 60 entry points and issuing over 2,300 new ID Cards to facility employees.

FEDERAL OFFICE OF CHILD SUPPORT ENFORCEMENT (OCSE), ADMINISTRATION

FOR CHILDREN AND FAMILIES, DEPARTMENT OF HEALTH AND HUMAN SERVICES

February 1999 to June 2002FACILITIES MANAGEMENT OFFICER

Managed all aspects of operations, maintenance and repair of an office

facility providing workspace for 250 employees in a high rise office building

complex. Tasks and accomplishments included the management of the facility

telephone system, Local Area Network computer system, and physical plant

furnishings and support systems. Planed for and supervised a team of various

technical and trade craftsmen from other agencies in accomplishing daily

work requirements. Analyzed new requirements, developed plans and procedures,

and followed up with coordination to accomplish all required tasks.

Major accomplishments included planning for, and overseeing the renovation

of 13,000 square feet of office space on the 2nd floor which provides

a work space environment for sixty-two (62) employees of various grades

levels up to GS-15. Designed and supervised the construction of three

(3) automated conference rooms employing multi-media audio/visual equipment

and integrating video conferencing with electronic whiteboard and projector

presentation video displays.

Managed physical security and safety for OCSE. Maintained two security

stations at primary entrances to the OCSE office space on the 2nd and

4th floors. Supervised the issuing and renewal of ID Badges for all agency

employees. Processed reports and conducted informal investigations on

security incidents and reports of thefts and assisted the Federal Protective

Agency with their investigations. Maintained the facilities to comply

with all security and safety requirements established by regulation.

Principal operator and manager for videoconferencing in OCSE. Operated

a network of many Videoconferencing units located in the headquarters,

10 regional offices and numerous outside agencies that interface with

OCSE on a daily basis. Arranged for and conducted all major video conferences

with outside agencies for the Commissioner's office.

Performed a myriad of tasks for the operations and management of the

Commissioner's office. Principle staff officer responsible for organization

charts, preparation of special application items, and daily time management

to develop projects and procedures that resulted in increased child

support collections and dramatically improved the lives of thousands

of children; and the METRO Project, which involved working with all

jurisdictions surrounding Washington, DC to develop compatible and comprehensive

procedures so that child support cases can be worked across jurisdictional

boundaries resulting in the successful collection of child support and

improvement in child support program performance.

Principal manager for videoconferencing in OCSE. Operates a network

of 35 Videoconferencing units located in the headquarters, 10 regional

offices and eight IV-D Program Director offices. Coordinates and conducts

video conferences with outside agencies.

Served as principal manager for videoconferencing in OCSE. Developed

and operated a network of videoconferencing units located in the headquarters

and throughout a number of agencies working with OCSE. Served as a member

of the Electronic Team (E-Team) which advised management on solutions

Probation Case Management Services, involving electronic monitoring,

Angeles (California) Probation Department.

Managed execution of project implementation plan. Member of project

design team; assisted in formulating the project design and developing

specifications. Developed specific operating policies and procedures

CHIEF, Office of Fines and Costs Enforcement - 1989 - 1995 Managed office pursuing collection of costs ordered by the Court

in adult criminal and civil cases through litigation and enforcement

measures.

Increased collections threefold, over several years. Pursued tens

of thousands of delinquent cases and collected in excess of $10 million

over nine years.

Hired, trained, and supervised office staff. Completed 150 to 200

legal and administrative actions daily while supervising six managers

and administrators.

Testified in Court on behalf of the State. Conducted conferences,

seminars and briefings for high level Federal, State and local officials

on conduct of the collection program.

Coordinated and scheduled numerous activities with and for the Court

involving judges, attorneys, all parties in the case, and associated
