PROFESSIONAL EXPERIENCE
A brief description of the experience gained in various broad areas as individual consultant and through handling research and consultancy projects is as follows.
Watershed Modeling & Hydrological Simulation Modeling
Principal Investigator, research project on ‘GIS Based Hydrological Modeling for Water Quantity and Quality Assessment in River Basin - Pilot Study on Cauvery River Basin’, sponsored by the Ministry of Environment and Forests; value Rs. 6.1 Lakh; duration, two years, 2001 to 2003. The modelling of Cauvery Basin has been taken up as a pilot reiver using the ArcView SWAT model. IIT Delhi has a MoU with the Blackland Centre which are the developers of the model.
Principal Investigator, research project on ‘GIS-Based Water Resource Management Decision Support System’, sponsored by the Department of Science & Technology, a component of a UNDP project; value Rs. 2.05 Million; duration, two years, 1999 to 2000. A GIS interface has been developed for the Indian watersheds using a very comprehensive water balance model namely SWAT model.
Principal Investigator, research project on ‘Water Resource Management in Watershed Management Decision Support System’, sponsored by the Department of Science & Technology, a component of a UNDP project; value Rs. 1.74 Million; duration, two and a half years, 1996 to 1998. A comprehensive database management system for the conceptual hydrological simulation model was developed to interface with the GIS based SWAT model. Watersheds from two pilot districts namely, Bankura and Kolar have been taken.
Chief Investigator, consultancy project on Decision Making Support System for Integrated Water Management in the Irrigation Command Area Development, sponsored by Inter-State & water Resources (Irrigatio & CAD Department), Govt. of Andhra Pradesh, duration six months, value Rs. 0.45 Million, submitted in August 1999. One of the sub-basins of River Krishna, namely Palleru Basin has been modeled using the ARC/View based SWAT model. It was a very complex sub-basin having a medium irrigation project, a reservoir and canal imports. The continuous water balance approach has been used to evaluate the return flows into the river system due to the irrigation.
Developed a Generic Watershed Management on ARC/INFO GIS platform. Using this software the user can map his own watershed and perform the waterbalance analyses and the various queries, 1995.
Consultant on the project sponsored by the Institute of Hydraulics, University of Perugia, Italy, to develop a Mathematical Model for the Computation of Trasimeno Lake levels. It has been a challenging project in which the state of the art development tools have been used. The Object Oriented Programming (OOP) C++ in the WINDOWs environment has been used along with database management functions so as to make it a highly user-friendly application, Jan-Dec, 1993.
Research project on Evaluation of Effects of Soil Conservation Measures on Hydrologic Regime of Ramganga Basin, sponsored by Central Water Commission, Govt. of India, 198589. It was a trend setter study which proved that many preconceived notions about the effects of afforestation do not prove to be true under all the situations. In this project, amongst various models conceptual simulation models were also used to evaluate the effects of afforestation on the hydrological regime.
Principal Investigator, collaborative research project on ‘Development of Computer Aided Water Management System Using Medium Range Weather Forecasts’, sponsored by the Department of Science & Technology, IARI and SCADA, Patna are the collaborating organisations; value Rs. 3.6 Million; duration four years, started in April 1996.
Consultant In-charge, ‘Preparation of Operation Plan for RWRCP’, sponsored by the Crux Consultants Pvt. Ltd., 1999. Operation plans for eleven projects were made for the Rajasthan Water Resources Consolidation Project funded by the World Bank.
Developed a MIS for Farmer Managed Irrigation Systems. The framework being used for the development is based on the recommendations of the Asian Regional Workshop organised by IIMI, Sri Lanka, on the Inventory of FarmerManaged Irrigation Systems and Management Information Systems held at Manila, Philippines, in October 1992, where I was one of the invitees.
Co-PI, research project on ‘Technical Backup for Rural Entrepreneurship Development Programme’, sponsored by Department of Science & Technology; value Rs. 1.7 Million; duration one year, 1996 to 1997
Research project on Newer Techniques in Highflow Range Forecasting, sponsored by Indian National Committee for International Hydrological Programme, Council of Scientific and Industrial Research, 198084. Existing models for river flow forecasting were reviewed and used to identify the suitability of these models under Indian conditions. Some new models were also formulated which were simple in structure and suited to local conditions.
Research project on Development of Generalised Software for Unit Hydrograph Based Forecast Model, sponsored by High Level Technical Committee on Hydrology, Govt. of India, 198689. The model is an event based real-time flood-forecasting model.
IMPORTANT ASSIGNMENTS
Consultant to Andhra Pradesh Government, as a member of the review committee on the World Bank supported project on Hazard Mitigation Studies, to review the work of the International Consultants appointed for the project, July 1999.

Consultant to International Irrigation Management Institute (IIMI), Sri Lanka, to perform the application requirements analysis for MIS development activity in Gandak Project for their INDIAIIMI project at WALMI, Patna, Janmarch, 1993.
Fulltime consultant (Chief Engineer Level) to Water and Power Consultancy Services (India) Ltd., on the Irrigation Management and Training Program, funded by the United States Agency for International Development (USAID), from May 1989 to July 1990. The project involved in establishing the Water And Land Management Institutes (WALMIs) in eleven States of India for training the in-service personnel of the respective State Irrigation and Agriculture Departments. My specific assignment was to help the training institutes in building their microcomputer facilities and to initiate the use of microcomputers in the area of irrigation water management. The institutes were also introduced to the concepts of Management Information Systems in water management through a pilot project.
Consultant to the USAID project on Hill Area Land and Water Development, for the State of Himachal Pradesh, 1988 to 1989 (PartTime). Major objective of the project was to assist the State in the integrated development of land and water resources. Many microirrigation schemes, which include lift as well as runoff the river schemes, had been reviewed. The specific problems of each of these projects were identified and the appropriate solutions were suggested so as to enhance the overall efficiency of the projects.
Besides these major research and consultancy projects mentioned above I have worked on many other projects which dealt with varied topics ranging from Water yield assessment of minor irrigation catchments, Hydraulic and hydrologic design of Tailing Dams, Flood forecasting and River routing to Water supply and Sewerage schemes.

Joint Organizing Secretary of International Workshop on Operational Applications of mathematical Models in Developing Countries held at IIT Delhi, in 1985.
Coordinator of nine National Level Seminars/Workshops on subjects such as Geographical Information Systems, Computer aided teaching and learning, Curriculum development and Flood forecasting. The last two of these activities have been a National Meet on S&T Inputs for Water Resources Management, attended by 120 participants, April 8-10, 1997, and a specific purpose Workshop on GIS based Watershed Management, April 1999.
AWARD
The 11th 'MAUSAM' award for my paper 'Application of Deterministic Conceptual Models for Water Balance Studies', in the Journal 'MAUSAM', published by the India Meteorological Department.
RESEARCH SUPERVISION
Ten students have completed their doctoral work under my supervision. One student has submitted his thesis. Presently, I am supervising four students who are working in the areas spanning from GIS based watershed management modeling, Snowmelt modeling, irrigation water management modeling, to Economic and Social Aspects of Integrated Watershed Management.
Twenty-six Masters' students have done their dissertations in the areas related to Water Management, Management Information Systems, GIS and hydrological modeling under my supervision.
COURSE DEVELOPMENT
Developed Video course on ‘Water Management’, in collaboration with Centre for Education Technology, IIT Delhi, in 1993. It consists of 40 lectures of one-hour duration. Back-up material for the lecture series has also been prepared and is distributed with the videos. The material has been procured by many organisations in the country.
Developed course on ‘Geographical Information System (GIS)’ in 1997, this course is offered at the M.Tech level and is a very popular with the students of various programmes.
LABORATORY DEVELOPMENT
I was instrumental in the establishment of the Water Resources Simulation and Management Laboratory, which was initiated in 1981 and was reinforced in 1984 through the procurement of HP1000 computer system. A major upgradation has been done in 1990 through replacement of the old HP1000 system with a UNIX based HP9000 system. The Simulation Lab. is the heart of the Post-Graduate program in water resources. A Laboratory course (CE740) has been designed to introduce all the Masters' students to the computer system, various programming languages and the basic tools prevalent in the area of water resources. Besides the HP9000 system an Image Processor and six units of PCATs are also available.
Established the Computational Laboratory, which is a central computational facility in the Civil Engg. Department. Besides equipping it with the latest systems including the workstations and Pentiums, the Local Area Network with 50 nodes spread over the department was also established.
Another laboratory, namely GIS (Geographical Information System) Lab. has been established. This laboratory shall be used to support the GIS course introduced at the Master’s level.
