Private Consulting (1/11 – Present)
Working with higher education clients to assist with reorganization challenges, cost effective savings opportunities, and potential re-engineering of operations and processes. This work is driven by the financial crisis that public higher education is currently experiencing and will continue to face.
California State University, Monterey Bay (8/07 – 1/11)
Vice President for Administration and Finance & Chief Financial Officer (8/07 – 1/11)
This position is responsible for planning, developing, directing, and controlling the University’s financial, human, and physical resources to include operating ($70M) and capital ($108M) budgets, cash management, investments, endowments, and treasury functions. Additionally, the Vice President oversees responsibility for the institution’s financial services and business affairs which
include accounting, accounts payable/receivable, payroll, procurement, contracting, and budgeting (development, management and reporting). There are approximately 140 people in the division of Administration and Finance.
In addition, CSUMB entrusts the management responsibility for human resources and facilities operations to this position. Public safety (police), environmental health and safety, risk management, landscape services, facilities design and construction, and administrative (PeopleSoft) computing are also part of this leader’s portfolio. The Vice President also ensures intercollegiate athletics (Division II) as well as other related business/auxiliary operations (grants and contracts, parking, bookstore, food services, housing, etc.) are managed soundly with financial integrity. Campus legal activities are coordinated through this office.
Reporting directly to the President, and serving as a member of the President’s Senior Leadership Team and Cabinet, the Vice President works closely with the California State University’s Office of the Chancellor, the Board of Trustees and its various subcommittees, and certain State of California legislative fiscal analysts/representatives. As the Vice President for CSUMB, I serve as the
Secretary/Treasurer of the Foundation which includes chairing the Foundation’s Investment and Audit Committees, as well as the campus housing program for faculty, staff and students.
The Vice President for Administration and Finance partners directly with the President, Provost, and other Vice Presidents in developing and implementing long-range and strategic plans involving enrollment, academic programs, facilities, and financial goals. This position provides a strong, consultative, and decisive leadership role in the overall management of the campus, the development of campus policies, and the appropriate alignment, distribution and utilization of financial and human resources as they relate to accomplishing the University’s mission and vision. CSUMB serves a regional, under-representative population in central/coastal California. As such, the University is continually reaching out to community constituencies for advice and guidance. The Vice President serves on several local boards, committees, and participates in community social and philanthropic activities and events.
Southern Oregon University
Vice President for Finance and Administration & Chief Financial Officer (3/05 – 8/07)
This position is responsible for planning, developing, directing, and controlling the University's financial resources, operating ($65M) and capital ($90M) budgets, cash management, investment statements, endowments, and treasury functions. Additionally, the position oversees responsibility for the institution's financial services and business affairs which include accounting, accounts payable/receivable, budgeting and planning, human resources, payroll, facilities operations and maintenance, landscape services, construction and renovation, public safety/security, campus environmental matters, administrative (Banner) computing systems, intercollegiate athletics and recreational sports, as well as other related business support functions (i.e., parking and transit services, bookstore, housing and dining services, internal audits, procurement and contracting, etc.).
Reporting directly to the President, and serving as a member of the President's Executive Council, the Vice President works closely with the Oregon University System, the Oregon State Board of Higher Education and its various subcommittees, Legislative Fiscal Officers, and State of Oregon Legislators. I serve as a liaison for the University's Foundation/Alumni Association and various other affiliated organizations of the University (i.e., Jefferson Public Radio, Rogue Valley TV, Raider Athletic/Booster Clubs, Extended Campus Programs, and Rogue Valley Community College partnership.)
The Vice President partners directly with the President and Provost in setting the campus' long range administrative and financial goals and takes a strong, active leadership role in management of the campus, the development of campus policies, and the proper alignment, distribution, and utilization of financial and human resources as they relate to the University's priorities. The Vice President acts as the campus' lead negotiator in the development of campus-wide agreements and contracts with associated employee bargaining groups, property management, consultants, research grants and contracts, service contracts, and other campus privatization initiatives.
University of Nebraska-Lincoln, Nebraska (January, 1988 – March, 2005)
Assistant Vice Chancellor for Business and Finance - Fiscal Affairs (8/03 - 3/05)Serve as the primary fiscal officer for the University as well as financial liaison with the University of Nebraska Foundation and Nebraska Alumni Association.Provide financial leadership, both operational and strategic, for the flagship campus of the University of Nebraska System which encompasses operations Statewide.Generate financial information used by the Board of Regents and Legislative Fiscal Officers from the State of Nebraska - Governor's Office and Appropriations Committee.Oversee investments of the institution's cash funds and treasury functions.The units that reported to this position:

Assistant Vice Chancellor for Business and Finance - Transition Team (8/02 – 8/03)As a result of mandated budget cuts from the legislature, and as requested by the Chancellor, I directed the transition team responsible to close and/or reduce both administrative and academic units.Administered the Reduction-In-Force (RIF) process and coordinated re-employment opportunities for those RIF’ed employees (both faculty and staff).Restrained and secured operational budgets, including salary and benefit dollars in order to generate savings which would help offset cash-flow problems.Closed a hotel and food service unit which included property disposal, auctioning fixtures, and mothballing the facilities.Redirected financial resources toward other academic programs and initiatives.
Assistant Vice Chancellor for Business and Finance - University Services (1/91 - 8/02)Contribute broad leadership and management expertise in a dynamic institutional setting focused upon developing and implementing strategic initiatives which serve to advance the University to a position of prominence in higher education.Responsible for "integrating" administrative/business functions and processes which support the overall mission of the University.Share University-wide leadership that provides policy formulation, financial positioning, and long-range planning for the growth of the campuses.Provide management oversight for a myriad of University services that extend Statewide, which includes over 300 employees with a budget that exceeds $40M. These services include:

PERSONAL BACKGROUND
Grew up in Pawcatuck - Stonington, Connecticut. Attended Stonington Public Schools. During high school, I played varsity sports and was an active leader in student council. Participated in local youth group functions of our Parish and attained the rank of Eagle Scout. Entered college with aspirations of teaching elementary school and coaching high school football, basketball, and/or baseball. Spent time in the Marine Corp and Vietnam. I pursued teaching and coaching until experiencing work associated with college administration and financial activities. Felt more at ease and comfortable working in a business environment, and desired to remain in higher education. Still desire to coach and participate in sports. I have stayed involved and associated with athletics by serving as a high school and college football and baseball official. Hobbies entail sporting events, racquetball, golf, and coaching youth sports programs. Lastly, but foremost in my life, are my loving wife, Camille, and our dear son, Clayton and his wife, Mandy, and our two wonderful grand-kids, Brooks Allen and Ryder James, who currently reside in Dallas, Texas.
