* Provided assistance to the Department of Veterans Affairs (VA) in establishing an up-to-date Earned Value (EV) System by capturing and establishing proven EV processes and practices in document form. Developed a VA Earned Value Management System (EVMS) Surveillance Implementation Plan for carrying out compliance assessment on VA in-house and contractor EV Systems, based on guidelines contained in the document "ANSI/EIA Standard 748-A-1998, Earned Value Management Systems," May 1998 (2007).

* Provided project management and Systems Engineering support to emerging Information Operations programs at the Defense Logistics Agency (DLA). Developed and monitored an integrated summary schedule that incorporated emerging Information Operations program key SE milestones and events. This included monthly task statusing and look-aheads to apprise the J-621 Chief Systems Engineer of upcoming events. Generated monthly Modernization Timeline Review and Analysis (R&A) dashboard-style report to show emerging program progress against key milestones in a high-level graphical timeline format (2003-2006).

* Performed miscellaneous SE-related tasks for the J-621 PM and Chief Systems Engineer (CSE) at the DLA, such as providing commentary on Systems Engineering Preparation guides, generating key charts for the PM Quarterly Training Conference, performing risk analysis, monitoring Software Acquisition Process Improvement Program (SAPIP) characteristics progress, generating SE Metrics Charts, key event calendars, and look-aheads (2003-2006).

* Using existing material and employing extensive online research, developed a 'One Book' methodology for Systems Engineering processes to be used in program development at the DLA. Worked with a contractor team to develop and refine work scope needed for functional and operational document requirements, fulfilling Department of Defense (DoD) program requirements for a major IT Acquisition program. Also drafted two key documents that were approved for the program, namely, the Acquisition Program Baseline and the Clinger-Cohen Certification (2004-2006).

* Wrote the Risk Management Plan for the eWorkplace program at DLA, which became a model for other programs in the Information Operations division, most notably the Integrated Data Environment program. Also developed a method for identifying, inputting, and managing program risks through use of a risk database tool using MS Access and Excel input forms posted on the eWorkplace website (2003).

* For the Navy Marine Corps Intranet (NMCI) contract for Electronic Data Systems (EDS), assisted NMCI Site Transition Managers in monitoring desktop/seat rollout progress for 23 sites, by providing project coordination, planning and scheduling expertise; Integrated individual schedules provided by project coordinators into a complex Integrated Master Schedule on a weekly basis, also providing customized reports in Excel and Powerpoint as needed to Senior EDS management team; Developed upgraded MS Access database capability for site managers to tabulate and report issues and risks into a centralized location to solve logistics problems and save many hours of effort (2001).
