Deputy Director of Business Operations, Mines Program

The ACCOLADE wireless mesh underground telecommunication and tracking system is installed in over 75 coal mines accounting for over 25% of US underground coal production. Program is a critical safety system meeting rigorous federal and state regulations providing communications and tracking for over 1,000 miles of underground tunnels and passageways.

Developed, documented and implemented the following processes:

o Product lifecycle that detailed cradle-to-grave activities related to all aspects of the strategic vision and daily operations for a program that generated $67 million in revenue, to include procurement processing, component pricing, customer support, personnel training, and financial management. The program exceeded its financial plan for 2011 by $7 million, leading all programs in the business group. Program improved mining efficiency by 20%.

o Functional operational structure that identified key functions of the program, coordination and activity transition points, and critical elements of information to develop metrics by which to measure the programs effectiveness.

o Took over the vendor payment for equipment repairs which showed multiple past due invoices. Streamlined the approval process coordinated with key personnel within the approval chain, caught up with all late invoices and ensured payment of invoices within the vendor payment terms.

Developed an organizational structure for the customer based on the actual functions of the organization, which made it better suited to provide critical services to an agency that is adding new facilities and sites without having to reorganize its structure every time the agency adds a new site or location.

Developed the structure and concept of operations for a comprehensive Internal Control Program for the directorate to provide the Director reasonable assurance that all functions within his/her areas of responsibility throughout the enterprise worldwide are being performed effectively and efficiently while following all applicable regulatory guidance. This structure and concept of operations was presented to the agencys Internal Review (IR) Chief, who adopted this model as the standard for the entire Agency.
