Summary: Registered professional engineer with 47 years experience in
engineering, construction, and management in positions of increasing responsibility,
authority, and technical complexity. Significant accomplishments in construction/design
management, project management, facilities planning, physical plant
maintenance/operations, contract negotiations and claims analysis, and dispute
resolution proceedings. Experience includes 3 years teaching engineering at the
college level.
Marine/Waterfront Construction:
Navy Construction - Managed design and construction program for the U.S. Navy s
$1.3 billion TRIDENT submarine base at Kings Bay, Georgia. Achieved on-time results
in completing major ten year program for state-of-the-art naval submarine base,
including dredging of 21-mile ocean channel. Facilities completed within budget in
1989 and met all operational requirements.
Port/Harbor Construction - Managed construction of major container shipping terminal at Port
Everglades, Florida. New terminal was constructed on 150-acre site with 4,500 ft of shipping
wharf, channel and turning basin dredging, landside support facilities, and utilities. Project
completed within budget of $75 million in 1993.
Waterfront/Industrial Construction - Served as Resident Officer-in-Charge of all Navy
construction work in Long Beach, California to include dry dock renovations and
modernization, pier repairs, fender pile replacement on piers/wharves, and heavy industrial
buildings.
R&D Facility - Project manager for planning, budget development, and concept design for
new research & development facility for the Coastal Engineering Research Center (CERC) of
the U.S. Army Corps of Engineers at Duck, North Carolina. Principal structure was 1,840 ft
concrete/steel pier in Atlantic Ocean.
Highway/Bridge Construction:
Highway/Bridge Construction - Served as Resident Engineer for construction of the Southern
Connector Extension for Florida DOT in Orlando, Florida. Project included 2.1 miles of
four-lane, divided highway with six concrete bridges near Disney World.
Roadway Reconstruction - Senior project manager for 3 major urban roadway construction
projects in Jacksonville, Florida over period of five years. Work involved reconstruction &
widening of high-traffic-volume commuter roadways, as well as new underground water and
sewer distribution systems.
Facilities/Physical Plant Maintenance & Operations:
Public Works Maintenance & Operations - Managed public works programs at various US
naval bases overseas and in the United States, for example;
Strategic US Military Base on Island of Diego Garcia, Indian Ocean
Navy Public Works Center, Pearl Harbor, Hawaii
Navy R&D Facility/Laboratories, Panama City, Florida
Contract Administration/Negotiations & Claims Analysis:
Public Sector Contracts - Actively managed over 300 construction contracts, A/E design contracts,
and maintenance service contracts for various public agencies with over 15 years of hands-on
experience, including 3 years in policy-making position. Experienced in negotiating change orders
and supplemental agreements for various types of contracts and cost.
Claims Analysis - Supervised claims analysis teams, negotiated settlements, and prepared and
made oral presentations before various dispute resolution boards.
Dispute Resolution:
Dispute Resolution Boards - Served on 19 Dispute Resolution Boards (DRBs) since
2005, dealing with standard low-bid type construction contracts and design/build
contracts. Some experience with public-private partnerships (PPP) contracts. Served
as board member and as chairman. Training in dispute resolution procedures and
administration has been provided by the DRB Foundation of Seattle, Washington.
College Teaching:
Engineering Faculty Member - Served on faculty of U.S. Naval Academy teaching
various engineering courses over 3 year period. Nominated as Outstanding Military
Faculty Member from engineering department. Revised curriculum for senior-level
course in coastal engineering and design.
Personal Information:
Excellent health. Married, three adult children and seven grandchildren.
Retired after 25 years commissioned service in Navy Civil Engineer Corps with rank of
Captain, then employed for 13 years in private sector as Associate Vice President of
international A/E and CM consulting firm (Frederic R. Harris, Inc.)
