First St. Lucie County intergovernmental representative, South Florida Water Management District (SFWMD) ( Protector of the Everglades ) (West Palm Beach, 1987-89)Developed cost-sharing contracts to help local governments implement wiser water, land use/ comprehensive planning to comply with new state growth management legislation.Led year-long technical/political efforts to draft/gain consensus for/win unanimous adoption by County/City elected boards of County’s first wellfield protection ordinance. As first SFWMD Indian River Lagoon (IRL) program manager, led interdisciplinary team of technical professionals to develop IRL Surface Water Improvement and Management (SWIM) plan (precursor to current $1.36 billion Martin Country portion of initial Everglades $8 billion restoration plan).Argued for/won SFWMD Governing Board approval of first SWIM restoration plan for Indian River Lagoon (now Estuary of National Significance).
