PROFESSIONAL WORK EXPERIENCE

Water Treatment Facility Modifications and Improvements – In 2003, the Water Division of the City of Santa Fe, New Mexico faced the prospect of attempting modifications and improvements to the Canyon Road WTF, built in 1972. The plant supplies up to 40% of the City’s water supply during the year, meaning that plant downtime for construction was limited to the period from November to April. A well-planned alternative approach was needed to implement what was identified as a 3-phase CIP. Working as a team with shared goals, the Division, Construction Manager and Engineer developed a program for piloting, design, owner procurement of major process equipment (to eliminate equipment manufacture and delivery from the critical path), and a critical path construction schedule that accomplished team goals.

Phase I - Filter Modifications and Improvements

The project involved the replacement of filter underdrains and filter media, along with new filter control consoles. Design services and procurement of materials began in August of 2003, with plant start-up accomplished on May 1, 2004. The project value was approximately $1.8 million.

Phase II – Clarifier Process Improvements

Through piloting, process criteria were developed for new rapid mix, extended flocculation, and clarification with tube settlers. The total project value was approximately $8 million. Piloting was conducted during May and June of 2005, and design and procurement of equipment was begun in August of 2005. All contracts were bid by January 2006, and construction for a 4 mgd capacity was completed by May 1, 2006. The entire project (8 mgd) was completed by July 31, 2006.

Phase III – Residuals Handling Processing and Disposal

We conducted pilot studies for development of gravity thickener process criteria and piloting of centrifuges to determine applicable sizing and application criteria. We also conducted bench-scale tests on treatability of spent filter backwash. These modifications and improvements, in addition to resolving residuals handling shortcomings, greatly increased plant reliability and redundancy. The $13 million project was completed including start-up and training services in December 2011.

Advanced Wastewater Treatment Facility under Consent Order - The design and construction of the Black Hawk – Central City Sanitation District’s new 4 mgd wastewater treatment facility was needed by December of 2005 to avoid violation with a consent order. The plant effluent standards required removal of nitrogen and phosphorus nutrients. The discharge from the plant to North Clear Creek eventually replenishes Standley Lakes, used as a water supply for Denver area front-range communities. The design for this $16 million facility was completed in nine months. A total of 32 contracts including procurement contracts for equipment were bid in January 2003, and the construction was completed in October of 2005, avoiding fines and litigation.

Resource Conservation through Wastewater Treatment and Reclamation – Led a design-build team to incorporate water and wastewater treatment facilities serving an Indian Reservation and gaming operation in Lemoore, California. The 0.5 mgd wastewater plant provides advanced tertiary treatment, producing effluent meeting unrestricted reuse standards of Title 22. The effluent is being reused in its entirety on the reservation and at the casino. The reuse strategies reduced the proposed size of a planned water system replacement project. The successful application of treatment technology combined with economy led to another design-build opportunity at the Table Mountain Rancheria in Friant, California. Another 0.5 mgd plant was delivered through a DBA process that utilized identical technology.

Implementing Alternative Energy as part of Water Supply Well Improvements - Led the project team for design and construction services associated with modifications to six well sites for the Metropolitan Domestic Water Improvement District (MDWID) in Tucson, Arizona. The services included evaluation of well modifications incorporating an auxiliary power system. The District negotiated an interruptible power rate, and utilizes natural gas engines during electrical power interruption. The well sites were redesigned to incorporate gas engines and combination drives to power the pump with engine or electric motor power source. The design and construction modifications included sound enclosures and sand separators, along with instrumentation, control and remote communication (SCADA) improvements.

Water and Wastewater Treatment on a Compact Site – Provided the leadership and direction for the design of the Phase II expansion of the Anthem Water Campus, consisting of a 3.0 mgd water treatment and 1.5 mgd wastewater treatment facilities. The facility utilizes an ultrafiltration process for both water and wastewater treatment (MBRs). Treated effluent from the wastewater treatment facility is both reused (irrigation) and recharged (indirect potable). Our services included development of a master facility plan that will project the physical aspects of the phasing plan and provide estimated capital costs for each phase for implementation on a small parcel of land. The use of membrane technology accomplished this goal.

Wastewater Facility Planning & Four-year Capital Improvements – Led a team that completed facility planning, capital planning, preliminary/final design and construction services for plant improvements at the Paseo Real Wastewater Treatment Plant (Santa Fe, NM). Phase I design and construction included new tertiary filtration and UV disinfection facility, modifications to existing anaerobic digesters, and improvements to scum collection and handling. Directed the design of Phase II improvements including a new headworks facility complete with screening and grit processing, aerated grit process addition, and the addition of primary clarifiers. Construction services included the development of an online operation and maintenance manual complete with video-taped training sessions, and vendor provided manuals scanned into PDF format. All improvements were tested and modeled for effectiveness utilizing a GPS-X process simulation. Process improvement to increase nitrogen removal efficiency included incorporating an anoxic bio-selector in the existing tanks.
