* Currently serving as Assistant Regional Director (Supervisory Special Agent/Criminal

Investigator/GS-15) for DEA`s Bogota Country Office at the US Embassy, Bogota. As ARD, involved

in and responsible for day-to-day security policies implementation for the office and personnel in

an inherently high-threat foreign environment. Colombia is plagued by Marxist insurgency

movements, heavily armed narcotics trafficking groups, and other security threats, such as

kidnappings, weapons smuggling, and extortions. Average hours per week: 50.

* Supervise 30 Special Agents and Intelligence Research Specialists, including three first-

line supervisors.

* Ensure proper training, funding (Congressionally-appropriated funds budget of $500,000 to

$750,000 per fiscal year), administering, and vetting approximately 75 Colombian National Police

DIJIN (FBI equivalent) and 50 DIRAN (DEA equivalent) Sensitive Investigations Unit (SIU) police

officers, operating in Bogota, Medellin, Cali, Cucuta, and Pasto, Colombia.

* Serve as second-level advisor to the Ambassador on all matters involving bi-lateral

counter-narcotics and drug-related money laundering issues involving the US mission in Colombia.

narco-corruption in the Andean Region Area of Responsibility at the highest possible levels.

* Served in Miami, Chile; Tampa, the Special Operations Division and West Palm Beach. Made

significant contributions over a two year period to Operation Cornerstone in the 1990`s which

resulted in the dismantling of a Cali Cartel cell in Miami.

* Principal case agent on several significant investigations resulting in the seizure of

several million dollars in assets and the arrests of several significant violators in Miami Group

4 before being recalled to Operator Cornerstone due to success working with special agents from

DEA`s OCDETF partner agency in this investigation.

* Spearheaded an investigation in the Santiago Country Office which resulted in the arrest

of a Linear Target in Chile, a second Linear target in Panama, and the beginning of DEA`s

contribution to Operation Panama Express/Privateer. Served as case agent on DEA side of operation.

* Indicted Consolidated Priority Operation Target (CPOT) Joaquin Mario VALENCIA-Trujillo for

Title 21 violations. Briefed the DEA Chief of Operations, Director ONDCP, and multi-agency

audiences on several occasions on this operation.

* Selected to work at the Special Operations Division as a Staff Coordinator in the

Caribbean/Latin American Section. Took Operation Privateer/Panama Express to the next level in

Operation Pegasus II.

* Worked with DEA Bogota, DEA Houston, DEA Miami, DEA Chicago, and NSIC personnel,

Coordinated the investigative effort which for the first time identified domestic cells in

addition to maritime smuggling in this operation. DEA domestic offices seized several million

dollars in assets, together with several hundred kilos of cocaine. Operation Pegasus II resulted

in the arrest of the top four fugitive members of Operation Privateer/Panama Express organization:

two in Colombia, one in Mexico, and the fourth voluntarily surrendered in Colombia.

* Worked with DEA Bogota and DEA Merida, Orchestrated an investigative effort which resulted

in the recruitment of a source of information now a CS for DEA Miami and DEA New York, one of the.

Government`s principal witnesses against Diego Fernando Murillo-Bejarano of the Autodefensas

Unidas de Colombia.

Prior Positions with DEA

* August 2007-May 2010: Resident Agent in Charge, DEA West Palm Beach Resident Office. DEA`s

senior representative in Palm Beach County, Florida. Supervised approximately 30 Special Agents,

including two first line supervisors, Task Force Police Officers from seven different police

departments, administrative personnel and Intelligence Research Specialists.

* Maintained liaison and working relationships with more than 30 other Federal, state, and

local law enforcement agencies.

* Led the office in investigating a prosecuting several major international drug and money-

laundering investigations during his tenure, and supervised the establishment of the office`s

telecommunications intercept facility. Office successfully passed a major headquarters inspection

during tenure.

* August 2004-August 2007: Group Supervisor (first line supervisor), Miami Field Division.

Supervised 11 Special Agents and one admin. Led enforcement group in investigating and prosecuting

several international and multi-jurisdictional Federal drug investigations over a three year

period, to include Operation Twin Oceans, which resulted in the arrest of Colombian CPOT Pablo

Rayo Montano, lieutenants Domingo and Omar Micolta Hurtado, the dismantling of his organization,

and the seizure of over $90 million in assets in the U.S., Colombia, Panama, Mexico, and Brazil.

* August 2001-August 2004: Staff Coordinator, DEA Special Operations Division, Chantilly,

Virginia. Coordinated several major multi-jurisdictional and international investigations, with

emphasis on telecommunications exploitation, targeting major drug traffickers in South America and

the US.

* Received a Quality Step Increase award for outstanding performance in coordinating the

United States` effort in prosecuting and dismantling the Colombian Norte del Valle Cartel, the

Autodefensas Unidas de Colombia, and the indictment, arrest, and extradition of Carlos Felipe Toro

Sanchez, alias, Felipe Montoya, and the dismantling of his organization in Colombia and South

Florida.

* October 1998-August 2001: Special Agent, Tampa District Office; spearheaded a major

investigation which eventually became an operation (PANAMA EXPRESS) which to date has yielded over

600 tons of cocaine seized on the high seas.

* January 1997-October 1998: Special Agent; DEA Santiago, Chile Country Office; liaison with

Carabineros de Chile Police and Policia Nacional de Investigaciones; conducted several high-

profile bilateral investigations, one of which led to Operation Panama Express in Tampa, Florida,

which developed into a multi-agency Federally funded Strike Force responsible for interdicting

over 600 tons of cocaine on the high seas from February 2000 until the present. Worked closely

with other US Embassy sections.
