-2003LORAL AEROSPACE CORPORATION, Space Systems/Loral, Inc., (formerly Ford Aerospace) - SPECIALTY/COMMERCIAL CONTRACTS MANAGER... Responsible for overseeing and negotiating major commercial satellite and other Government contracts (both domestic and international) including all contractual aspects from cradle to grave (e.g., Terms and Conditions, Payment Plans, Milestones, Deliverables, Statements of Work, Closeout modifications, etc.) on various types of programs including FFP, CPAF/IF, T&M, letter contracts, and MOA/MOUs for end items, design studies, services and R&D; provided Training, consultations, independent assessments, and assistance with Teaming Agreements, Joint Ventures, Technical Assistance Agreements, and launch related activities. Such contracts were with customers such as Lockheed, Boeing, NASA, U.S. Air Force, Sirius, PanAmSat, DirecTV, and others in Korea, Indonesia, Japan, Italy, France, and the Philippines. Secret Clearance expired during employment period (cost savings measure) since our dept grew to be 13-15 personnel and I was assigned to commercial programs.

Prepared formal proposals/claims (last proposal exceeded $100M) for submission to customers; Coordinated\\proposal requests, audits, support pricing and technical data reviews; prepare customer offer letters; prime contact interface with customer VIPs and Attorneys, conducted/lead domestic and international negotiations (last one exceeded $100M); draft Contracts/MOUs/ATPs and related amendments, instrumental in drafting and improving model contracts, statements of work, specifications, technical documents; Interface with all aspects of company personnel or support entities as needed, including Program/Senior Management, Marketing, Export Control, Data Configuration, Accounting/Pricing/Finance Mgrs, Procurement, Operations, Legal Counsel, and Launch Insurance Brokers and directly with customers representatives (primarily VPs, technical personnel and/or their legal counsel) or foreign Lawyers for independent assessments. I expanded training program to include Government & New Business Contracts Section to foster cross training; worked closely with Program managers on program overview analysis/customer reviews. Assessed RFPs/contracts for opportunities/risk; identified/supported/implemented risk mitigation processes; Assist in Joint Ventures, FOIA requests, litigation cases, offsets, contract policy development. Accomplishments include: saving company money; obtaining Contract amendments to cover excessive costs after the fact on Government programs; significantly reducing millions of dollars in aged receivables; improved/reduced accounting efforts related to invoicing while pro-actively working to establish or improve systems to expedite cash flow; lead negotiator for recent $103M FFP award; Provided advisory support to legal office/technical departments. to 1993 - LORAL SUNNYVALE DIVISION (now Lockheed); CONTRACTS MANAGER on Air Force programs. Secret Clearance held for this position; Oversaw all aspects of assigned Contracts including negotiations, correspondence, deliverables, Government reporting requirements, etc.; Taught program office personnel how to conform contracts and work effectively and pro-actively within the terms and conditions of those programs; Put in place a process to ensure timely deliverables to customers; Worked with Government Contracting Officers and negotiators; Interfaced with all levels of Government representatives and upper management. I transferred to SS/L in 1993 for commercial and international exposure; received Special Performance Award for significant cost savings contributions.

-1988NAVAL SEA SYSTEMS COMMAND, SUPERVISOR OF SHIPBUILDING, San Francisco (81-83) and SOUTHWEST MARINE SHIPYARDS (84-88 Performed all aspects of Contract Management on major CPIF/FFP programs for/with the Navy in various shipyards in California (i.e., San Francisco, San Diego, and Long Beach).
