WBSI is providing three (3) past performance references as part of our proposal. These references are for
current contracts where WBSI is providing technical support services for the U.S. Marine Corps
customers. Each of these customers rates WBSI very highly in both technical and management capability.

Contract Description:
The Marine Air-Ground Task Force (MAGTF) Staff Training Program (MSTP) required contractor
support to provide research analysis, evaluation, and documentation development for the Training and
Education Command (TECOM) Command and Control Center of Excellence (C2 COE). This included
support provided to MAGTF Integrated Systems Training Center (MISTC). MSTP s primary mission is
to provide battle staff guidance to the commanders and staffs of MAGTFs. The C2 COE s mission is to
serve as the central Marine Corps agency for C2 training and educations issues within the Doctrine,
Organization, Training, Materiel, Leadership and Education, Personnel, Facilities (DOTMLPF) process in
order to harmonize the art and science of MAGTF C2 training and education requirements from the
individual warrior through all levels of MAGTF commanders and their staffs.
Under this contract, WBSI personnel have provided in depth knowledge of the Marine Corps approach to
formal instruction and training to include period of instruction (POI) development. WBSI provided
technical and systems analysis in support of the development and operations of the MISTC program.
WBSI personnel served as the analytical focal point for the transition of the MISTC from Marine Corps
Systems Command (MCSC) to the Training and Education Command (TECOM). WBSI personnel
conducted curriculum analysis and developed a plan to address and fulfill C2 training deficiencies
ensuring input from the operating forces in the form of lessons learned and after action reports. WBSI
performed research and analysis to support TECOM representatives at DoD, Joint, and Inter-Service
meetings related to training C2 systems and the MISTC. WBSI personnel provided support in the
development of planning and programming materials and POM documentation to assist in the
procurement, allocation, and functional management of C2 training systems. WBSI performed efficiency
analyses of proposed C2 TECOE configurations to determine appropriate administrative control, staffing
and equipping. WBSI also assisted with the development and approval of the Universal Needs Statement
(UNS), C2 COE Charter and other documents needed to establish and staff a C2 COE. WBSI provided
excellent support to the customer and played a key role on the winning team for the five year follow-on
contract that began on June 7, 2009.

Contract Description:
The Director of the Department of the Marine Corps C4 serves as the Chief Information Officer (CIO)
and is responsible for the development and oversight of policy, plans and guidance of enterprise services.
The Director C4 influences the combat development process as a key role player in Marine Air Ground
Task Force (MAGTF) Command and Control (C2) harmonization by establishing policy and standards
for the development of the Marine Corps current and future Enterprise Architecture and by ensuring joint
and combined interoperations between the applicable services. The scope of this effort includes
provisions for technical, analytical, and programmatic support to both sustain conventional and recurring
mission execution, as well as to execute critical path requirements.
WBSI personnel have applied expertise in engineering and analytical disciplines to meet current and
evolving goals. WBSI has developed input for existing/draft policy and procedures related to the IT/IM
across the DoD, DON, and Marine Corps enterprise. WBSI personnel have tracked and maintained the
Enterprise Services functional area and executed IT management processes to include the selection,
control and evaluation of new and existing IT investment candidates. WBSI has directly supported the
Information Technology Steering Group by providing assessments of existing and emerging technologies,
and providing logistical support, C4 staff presentations, and informational briefings.
WBSI provides IT Acquisition support by analyzing IT acquisition regulations and governing structure
applicable to Marine Corps acquisition of IT systems, applications and services. WBSI personnel have
reviewed Information Support Plans (ISPs) for Marine Corps programs to ensure compliance with
Clinger-Cohen Act (CCA) and other relevant acquisition policies.
WBSI has maintained the IT Procurement Review/Approval System (ITPRAS), a web based workflow
approval system, which processes all requests for purchase of IT products/services in the Marine Corps.
WBSI provides Enterprise Architecture and Net-Centric Data Strategy support. WBSI personnel have
analyzed and prioritized input for the development and maintenance, staffing and execution of the Marine
Corps Net-Centric Data Strategy and supporting policy, processes, and procedures. WBSI has worked
with Marine Corps sponsors to develop the Marine Corps Enterprise Information Technology Services
(MCEITS) program to include CDD development, staffing, and adjudication.
WBSI personnel have served as an active member of MAGTF, Naval and Joint IPTS, providing Subject
Matter Expertise for C4 Systems, Joint Blue Force Tracker and Combat Identification, and MAGTF
planning. WBSI has provided analysis of telecommunications initiatives and system interoperability and
architecture impacts. WBSI personnel have reviewed program documentation for PPBES submission and
provided input for fiscal and programmatic strategies. WBSI has also conducted engineering assessments
of enterprise level communication architectures and engineering analysis of proposed Service and Joint

level initiatives. WBSI provided excellent customer support and was a key teammate on the winning team
for the five year follow-on contract that began on August 24, 2009.

Contract Description:
The C2 Training and Education Center of Excellence is chartered to oversee all C2 system training and
training requirements. The C2 TECOE will be relocating to a new modular facility and will need all
technical and network IT support to be provided. Within the additional building space, C2 TECOE will be
employing NMCI, SIPRNET, and an internal training network. Coordination, implementation, and
configuration of IT infrastructure is critical to the success of training C2 systems. The contract will
support Information Technology (IT) network infrastructure installation and configuration, to include the
physical in-building wiring plant, network servers, switches, routers, and peripheral equipment. The C2
TECOE project office is responsible for providing technical support to the Operating Forces during
numerous exercises to include Joint, MEF level, and MEU workups.
Under this contract, WBSI personnel provided systems and engineering analysis to the Command and
Control Training and Education Center of Excellence to support the network infrastructure installation
and configuration, to include the physical in-building wiring plant, network servers, switches, routers, and
peripheral equipment. WBSI personnel installed, maintained, and configured network systems, servers,
routers, and switches to enable the C2 training lab. WBSI has implemented a robust network security
posture to prevent intrusions, outages, and ensure C2 TECOE is compliant with the latest Information
Assurance policies and procedures. WBSI personnel have provided IT setup and connectivity for tactical
network systems to the C2 TECOE for training activities and provided recommendations on network
issues to include system upgrades and system IT purchasing requirements.
In addition, WBSI has provided technical and tactical support to Joint and Marine Corps tactical exercises
and operations. WBSI personnel planned coordinated and provided Network Engineering support for
MCTOG Special MAGTF-A / 3D Marines training event as directed by C2 TECOE aboard MCB
Kaneohe Bay, HI ( 5 Oct 20 Oct, 2008). Attended Company Level Operations Center Mid Planning
Conference and presented Communications architecture to 3/1 S-6, MCTSAA and CTC Representatives.
WBSI coordinated future designs and requirements for sustainment training with MISTC West Site
Director. (Feb 17 Feb 21, 2009) MCB Camp Pendleton, CA, & MCAGCC 29 Palms, CA. WBSI
personnel provided assistance in the setup and support of a MCWL/MCTOG/MISTC training exercise,
and WBSI personnel were tasked as the Network Engineer / Assistant Planner for the design,
implementation, and delegated management of the training exercise network at MISTC-West Camp
Horno, CA. (April 19 May 9, 2009).
