Ms. Allen supervises the OSAGWI document imaging/document management team. Her responsibilities include the electronic digitization of hardcopy documents, photographs, videos, and slides. This is accomplished by imaging documents, creating searchable text files, keywording, cleaning up the digital documents, archiving the electronic data, and providing quality control of the final product. The electronic data archival is accomplished by using terabytes of data storage space in conjunction with the ORACLE relational data base management system and allows electronic data search on every word in text-based documents. This search capability is used by government agencies to provide vital investigation and analysis information for Gulf war veterans, their families, and the public.

Ms. Allen is also responsible for the maintenance of the OSAGWI hardcopy library. This facility is used to store the original documents to enable user browsing. The documents in the library are stored in compliance with National Archives requirements and are transferred to NARA in adherence to its standards.

Ms. Allen worked with the ORACLE development team to design, develop, and test the current OSAGWI electronic search capabilities. She interacts daily with ORACLE team members to ensure accurate and complete data transmission. She also makes recommendations to increase and enhance the capabilities of the search engine to provide a more effective, user friendly search tool.

Ms. Allen's team developed upgrades to the OSAGWI system by using Adobe Acrobat to produce PDF files in lieu of the TIFF/GIF/Text files which were previously provided. This upgrade provides the customer with a major product improvement and has tremendously speeded up the team's processing ability.

Ms. Allen's team provides troubleshooting for all groups within OSAGWI. As the organization's recognized imaging and graphics experts, the DMT assists with problems dealing with image quality, resolution, and size. The DMT also provides training on the use of hardware and software as well as advanced user techniques to ensure quality production of case narratives and all OSAGWI published materials. The DMT has provided invaluable help and expertise in the production of materials for Gulfnews and OSAGWIs' GulfLink web site.

Ms. Allen's team produces outstanding graphics and is called on often to prepare briefing packages and demonstrations for high-ranking officials of the U.S. Government. Ms. Allen provided the draft Soza article which was recently published in E-GOV. She has provided business and marketing plans for new business development and has performed feasibility studies for an in-house demonstration site. She developed a strategy, milestone chart, and price break-out for the digitization of all Soza corporate contract files. She has participated in many marketing ventures such as TRICARE, Department of Education, Army CID, Department of Commerce, Force Medical Protection, the World Bank, and the National Women's Health Information Center.

In support of the F/A-18 and F-14 programs, Ms. Allen provided acquisition and production management services to PMA-241 and PMA-265. She was heavily involved with ECP/deviation/waiver/RAMEC processing for aircraft systems, subsystems, avionics, ground support, and auxiliary equipment. She is well versed in DOD and Navy configuration management policies and procedures specified in DOD MIL-STD-973, NAVAIRINST 4130.1C, and in other government directives and documents. Assisting in procurement and production planning, Ms. Allen participated in Contract Data Requirements List (CDRL) and other contractor deliverable status meetings; attended the decision memorandum meetings; drafted ECP mats, Decision Memorandums, and J&As; provided status of changes; coordinated with contractor personnel, field station personnel, the assistant program manager for logistics (APML), and the Configuration Control Board (CCB); and reviewed changes for impact to cost, schedule, logistics, and other systems.

Ms. Allen reviewed production and other technical documentation and was heavily involved in the transition of the F-14 technical data package from Grumman Aerospace Corporation to Naval Aviation Depot, Norfolk, which included providing an inventory of level three manufacturing drawings and specifications. She participated in physical configuration audits at contractor and field activity facilities. Ms. Allen reviewed many drawing and document imaging systems, including the Navy-sponsored Engineering Drawing Management Information Control system (EDMICS), and recommended a solution for the special manufacturing drawing management requirements of the F-14 program. She provided drafts for the F-14A/B Upgrade Configuration Management Plan. Ms. Allen assisted in production management activities, providing F-14 CDRL tracking, CDRL status reporting, and drafting CDRL response letters to contractors. She supervised the processing of F-14 AIRTASKs and Work Unit Assignments to provide engineering funding for Navy field activities for test and evaluation of the weapons systems. Ms. Allen provided production and acquisition management support to the F/A-18 Advanced Tactical Airborne Reconnaissance System (ATARS). Ms. Allen also provided program analysis and configuration and data management support to the A-6 Class Desk in the areas of ECP processing, ECP status reporting, CDRL tracking and reporting, Procurement Request processing, and specification revisions.
