District Manager: 09/01/2007 - 03/30/2012
Responsible for operation, planning, and management of Community Water system. Answer to 3 member Board of Commissioners. Establish satellite system operation of 2 water systems, coordinate State Auditor Audits, and establish long term planning for District. Hire and train staff. Serve on County advisory committees on behalf of District.
City of Kelso- Kelso, Washington
Water/Sewer Supervisor: 01/1/2005 to 8/31/2007
Duties include supervision of all construction, maintenance, operation, and repair of the City's wastewater collection and water distribution systems. A ten man crew's scheduling and training needs are continually being evaluated and upgraded as needed as well. The department is responsible for routine maintenance duties like cleaning sewers, flushing hydrants, exercising valves, and repairing reservoir fencing. Provided budgeting input, make purchasing recommendations, review plans submitted for additions to City's infrastructure, inspection of all on-going construction within the systems. Operator in charge, continual contact with State and Federal regulators to assure system was in compliance with all water quality standards. Monitor spending within departments to maintain budgetary compliance. Provide suggestions and recommendations for expansion/replacement of City's collection and distribution systems. Currently the City's Cross Connection Control program's Manager. Monitor and adjust expenditures to comply with $5.3 million budget for 2007.
Lovelock Meadows Water District- Lovelock, Nevada
General Manager: 11/2002 to 5/2003
Replaced the only Manager District ever employed there after his sudden resignation in 2002. My Family's unhappiness with area led to ending the job once school let out.
The duties included all testing, operation, maintenance, and management of the District. Prepared annual budget, resolved 11 outstanding OSHA violations, and followed instructions from a five member Board of Trustees. Water quality testing, meter reading and replacement, work orders, hydrant flushing. Completed conversion from chlorine gas disinfection to Sodium Hypo Chlorite disinfection for the District's sole source well.
Chenowith Water People's Utility District- The Dalles, Oregon
General Manager: 08/1998 to 8/2002
Operator in charge of 5,000+ customer waster system, hired, trained, and fired employees. System met all State and Federal Water Quality standards and testing requirements. System went through change from a Co-op to the fourth water PUD in Oregon to stop the aggressive annexation by the adjoining City.
Prepared annual operating budget, started cross connection program, implemented touch read metering system and computerized billing. Resolved customer complaints for all three Districts.
Added Operation of two small Water Districts and meter reading for a third District under contract for PUD to generate additional revenue. Implemented first conservation based billing structure in Eastern Oregon, which resulted in significantly reduced water demands during the summer time. This allowed the PUD to postpone costly development of additional water source to meet summer time demand.
LA Water Cooperative- Gaston, Oregon
Water Service Manager: 01/1995 to 02/1998
Complete operation and management of private water co-op. Community water system that served 1,500+ customers that utilized 14 reservoirs, 12 pumping stations, and purchased water from the City of Hillsboro.
I was the first Employee for this system, the founder and only operator retired from operating the system. During my tenure a work force of three was hired, the system's first Master Plan was developed, and a more economical pumping replacement was found and implemented to allow more water to reach highest elevation reservoir with less electricity use.
Three members of Board were elected every year and after three years the original Board was all gone. I decided to leave because of turmoil amongst these members of Board and the election of the former operator to the Board of Directors.
All State and Federal water quality standards were met during my employment and there were no State or Federal water quality violations.

I started in Wastewater Treatment Plant in 1987. I obtained Wastewater Treatment and Collection level 2 during three years at the plant. I transferred to the Water Department in 1990. I obtained Water Distribution 1 and 2 while working for the Superintendent with 38 years experience. I also obtained the level 3 Water Distribution while Chief Operator in 1994.
