Mr. Taylor has more than 17 years of experience in the environmental and engineering consulting industry, predating the advent of ASTM E1527. Mr. Taylor is a Principal and National Client Manager at Partner. His current responsibilities include the management of national due diligence assessments for SBA, regional and national lending institutions, and residential, commercial, and retail developers.

Mr. Taylor s success in the industry is a direct-result of customer service and quality technical reports. Prior to joining Partner, Mr. Taylor s experience includes two former Engineering News-Record Top 500 Design firms and a Fortune 500 firm.

During his tenure in the environmental and engineering consulting industry, Mr. Taylor has served as a field project manager, client manager, a regional manager, a national client manager, and a national division manager overseeing, managing, coordinating, and reviewing over 10,000 national environmental and engineering assessments. Mr. Taylor has gained valuable knowledge from having been involved in thousands of real estate transactions and therefore understands the specific needs and scopes of work required for all parties involved in a transaction. Real estate investors, commercial, industrial, and residential developers, financial institutions, as well as national retail and restaurant chains have come to rely on his advice and judgment to help them with their real estate business-risk decisions.Project Management

Mr. Taylor s significant experience includes the negotiation of project scopes, budgets, contracts, fieldwork, and regulatory oversight for Phase II Soil and Groundwater Assessments for national retail and box-store chains, large-scale commercial and industrial redevelopments, and historic railroad properties. Mr. Taylor managed several extensive rails-to-trails redevelopment Phase I and II projects in California for the City of Los Banos, Taft, and Clovis, and prepared the Project Study Report (PSR) for the City of Delano Garces Highway Expansion Project.

Mr. Taylor has conducted more than 3,000 Phase I Environmental Site Assessments and Environmental Transaction Screens on multi-family properties, commercial office buildings, retail shopping centers, gasoline service stations, hotels, dry cleaning plants, auto repair and auto body shops, industrial warehouse buildings, aerospace manufacturers, plating facilities, and various manufacturing operations throughout the U.S.Cellular Tower Portfolio Management-

Mr. Taylor was instrumental in managing three multi-site cellular tower portfolios (2,500 properties nationally) for Wall Street-based real estate transactions.Hotel Portfolio Experience-

Mr. Taylor has prepared dozens of Spill Prevention Countermeasure and Control (SPCC) Plans per 40 CFR 112 for Corcoran State Prison, a California Substance Abuse, Treatment Facility, Army Corps of Engineers Terminus Damn Expansion, Kaweah Delta Water Conservation District, multiple cogeneration plants, several dairies within Central California, a portfolio of Fresno County Fleet and Road Maintenance facilities as well as Shaver Lake and Pine Flat Marinas.Lead and Asbestos Testing-

Mr. Taylor prepared the Phase I Environmental Site Assessment and managed all lead and asbestos testing for the Lake Kaweah-Three Rivers/Terminus Damn Expansion Project for the Army Corps of Engineers and Kaweah Delta Water Conservation District.Recycling
