has a population of 225,000 and Fulton County has 400,000).
Duties and Responsibilities included:
Direction and oversight of large local government agencies providing vital services
directly to the public.
Consultation with the Mayor, the Mayor s staff, County Commissioners, County
Manager and department heads on a variety of issues.
Preparation and execution of multi-million dollar budgets (Lincoln: $27 million; Fulton
$36 million) which include a variety of local, state and federal funding sources.
Planning, implementation, and review of agency short and long-range goals and
performance.

Oversight of human resource management and contract negotiations.
Development of recommendations for the protection of life and property.
Management and direction of information technology, and agency logistics
Responsibility for labor and human resource functions including union negotiations,
payroll, management, training, recruitment, FLSA compliance and employee
development for agencies with over 400 employees.
Achievements:
Orchestration and management of severe budget constraints without a Reduction in
Force.
Incorporated Geographical Information System (GIS) in organizational planning and
strategy that allowed the increase of ambulance resources by 17% without additional
expense.
Facilitated the first contractual agreement between the city and rural agencies for
ambulance service
Reduced the outstanding balance on the inter-fund loan to its lowest point in more than
five years (from a high of $2.17 million to a surplus of $380,000)
Attained federal grants to purchase a Ladder Truck ($572,000), pay for six firefighters for
two years ($751,000), sponsor smoke alarm/public education rallies ($172,000), and
foster positive Labor/Management relationships ($72,000).
Developed a community advisory committee in order to foster more community
involvement
Developed a community board to interview/hire and promote employees
