1992); Insurance Committee (1987-1988); Miami-Dade County Legislative Delegation (1984-

Major Legislation: Banking, insurance, workers compensation, tort reform and medical
malpractice; prime sponsor and principal author of the 1988 Taxation and Budget Reform
Amendment to the Florida Constitution.

Duties: Represented UM School of Medicine in the state capitol; authored the Enterprise Bill for
Patient Protection and Provider Liability; organized a statewide advocacy coalition to support

and Senate committees; coordinated with the Governor s office and other executive branch
officials.
