Government regulatory agency with comprehensive oversight of U.S. civil aviation control.

Operations Program Manager (2003-2010)

Virtual Program Management Responsibility for Operational facilities from the Gulf of Mexico and to Canada. Full governance of remote operations engineering program management, spanning operational budget administration and program management planning, Managed requirements, cost control, resource allocation, scope, scheduling, and quality for all collaborative project work plans. Handled outage resolution, out of service facility and equipment items, action items, reporting, authorizations, and work orders.

Reduced time and money spent on over 3,000 projects annually by developing and launching a single-server automated requirements collection program that allowed all personnel to log their needs and requirements into an Excel database with geospatial content.

Developed and implemented a collaborative national operations work plan project execution system using an MS Excel database software program hosted on a single server. The operations work plan software utilized SharePoint equivalent. Project jobs were entered into the MS Excel database with geospatial content. For the last five years the Sustainment Program has obligated 10 Million Dollars yearly on 500 projects in 11 districts from Gulf of Mexico to Canada. A manual processes was automated and improved saving time or money.

Regional Associate Program Manager (1988-2003)

Directed implementation of surveillance and weather radar systems, aligning project activities with integration, scope, cost, schedule, quality, training, procurement, and operations acceptance requirements. Leveraged the ARTEMIS and Oracle tracking programs and Primavera planning tools to monitor resources spanning work force and cost. Defined annual program management implementation plans. Communicated with team members and upper management via teleconferences and meetings covering change control, resource management, operations planning, implementation planning, work planning, procurement, contracts, and budgeting.

FEDERAL AVIATION ADMINISTRATION (FAA) continued:

Coordinated integration of a major facility into the airspace system, including driving two federal agencies collaboration on necessary changes to high-risk remote analog radar with a low risk digital airport surveillance radar.

Development and Implementation of the a highly complex Sun Microsystem Solaris PC capable of siting radars on a desktop PC after only one visit to potential radar site search areas, and another after final site selection. Replaced the original costly method with hosted GIS software with digital identification of cultural environments, resulting in $100,000 in savings per site.

Oversaw installation of 127 systems.

Improved performance during installation of a radar by proposing changes to install a safety maintenance platform trolley on antenna for the safety of the maintenance technician

Electronic Systems Engineer / Project Manager (1979-1988)

Identified and analyzed requirements for surveillance and weather radar systems. Complied and recorded information in the architecture documents.
