Designed and implemented the following projects:
Houston, TX. Developed
and maintained a community outreach program, and created a co-management
referral system for a volume oriented ophthalmology practice. Established
guidelines, and developed contracts for attorney approval to meet Medicare
safe harbor regulations.
Ft. Worth, TX. Conceptualized,
implemented, and directed a self-supportive multidisciplinary health care
network devoted to promoting health awareness through free health
screenings and public education. Referral
for detected and existing conditions to participating network area health
care professionals was accomplished through a transportation system.
Program was endorsed by the Assistant State Director of the A.A.R.P.,
though serviced the un-served and underserved of all age groups, regardless
of health coverage or income.
Ft. Worth, TX. Created
and opened an independent, medically oriented, dispensing ophthalmic
practice. Staffing was
accomplished through the networking of optometrists and an
ophthalmologist, each taking a day per week from their private practices. In
addition to serving those patients identified by Health Access through
health screenings as requiring eye health care, this arrangement provided
for the foundation upon which a local based practice could be built. These
entities required the establishment of, and an adherence to, an opening
and operating budget that was designed to coincide with the anticipated
growth of the practice as projected through spreadsheet models that
utilized variables including projected area growth, socioeconomic data,
and the statistical incidence of health anomalies for the populous of the
areas being served.
Dallas, TX and Houston,
TX. Ophthalmic
sales, practice management and consultation, in the area of opening
accounts for, and instructing optometrists in maximizing their collections
from Medicare, Medicaid and other third party payers through proper in surance
coding, and designing thoroughly defined superbills, necessitated by
reimbursement for optometry by third party payers being expanded.
Designed, assembled, and maintained computer systems and software
packages, and trained personnel in their operation, both within and
outside of the healthcare field.
Houston, TX and San Antonio, TX.
Contracted
as a Novell 3.11 LAN administrator, troubleshooter and consultant for a
major Texas PPO. Maintained, upgraded and administered three offices, the
largest being a 30 user LAN system which operates under both DOS and
Windows for Workgroups based operating systems. Implemented remote network
access for affiliated third party providers. Designed, assembled, and
cabled new workstations as an expansion effort, and maintained and
expanded proprietary Paradox PAL scripted software.
Houston, TX and Dallas, TX.
Designed
and assembled turnkey computer systems for businesses including
ophthalmic & optometric practices.
Recommended, installed, configured, and trained clients in software and
hardware use.
07/01 - 05/03 : EyeSys Vision, Inc. Houston, TX: Contract
Sales Manager and Project Manager in the re-startup of a corneal
topography system manufacturer. This company was sold as EyeSys
Technologies, Inc. to Premier Laser in 1996. Premier Laser
fell into bankruptcy in 1999, and the assets were purchased by Joe
Wakil, M.D., the original founder of EyeSys Technologies, Inc. in
order to re-establish the company into the ophthalmic marketplace.
The startup was accomplished solely by myself, and Alain Magro, who
currently holds the position of C.O.O., and was the former Sales
Manager of the original EyeSys Technologies, Inc. Wrote Service
Agreement contracts and marketing materials, marketed and sold Service
Agreements to existing users to produce initial operating capital,
assembled and sold new and remanufactured topography equipment and
computers, repaired customer topographers and computers, and managed
customer phone support. Subsequently wrote specifications for the
redesign of the software interface and board level updates for both
the handheld Vista and desktop topography Model 2000 systems for
improved functionality and user friendliness.
09/92 -
08/93 : EyeSys Technologies,
Inc. Houston, TX: Clinical
Research Coordinator for a of a corneal
topography system manufacturer. Monitored
and maintained adherence to clinical protocols, and evaluated existing
projects related primarily to refractive surgery and contact lens design.
Conceptualized, wrote protocols for, and conducted and/or delegated
research projects related to corneal topography and topical ophthalmic
pharmaceuticals. Conducted lectures and participated in professional
seminars. Contributed to, and co-authored articles published in
professional and trade journals. Performed desktop publishing in producing
slides and technical drawings for lectures, presentations, and
publications. Consulted to the software engineering department in
developing a user interface for clinical software.
Participated as an exhibitor at professional trade shows to
explain and demonstrate clinical applications of topography to
ophthalmologists and optometrists. Concurrently pursued independent
research in the development of a system geared towards typing and
cross-matching corneas at the eye-bank level in order to improve the
quality of transplant surgical techniques and results.
05/91 - 12/91: Royal International Optical,
Houston, TX: Performed
in the temporary capacity of a Sales Manager in the repair of two
faltering optical stores. Trained
personnel in procedures geared to attain and maintain a high level of
quality control and customer service. Achieved sustained sales increases of 65% during an initial six
week period in Store #1, and of 70% during a subsequent four week period
in store #2.
06/88
- 04/89: Gerald M. Sheldon, M.D., Houston, TX: Performed
routine eye examinations and contact lens fittings as an ophthalmology
assistant on a part-time basis. 100% general practice.
07/85
- Now: Gary R. Tylock, M.D. Irving, TX: Implemented
and developed a contact lens department. Performed routine eye
examinations, contact lens fittings, and pre and postoperative cataract
care. Treated minor
ophthalmic emergencies and triaged after hours and weekend calls. Participated in eye health screenings. Subsequently continued an
independent relationship as a healthcare consultant. 75% cataract / IOL,
25% general practice.

Designed,
developed, owned and operated a high fashion optical dispensary. Demonstrated bookkeeping, inventory management, laboratory,
advertising and marketing skills.
