Ms. Holguin has been instrumental in the development of a project- specific Geo-Social Interactive Map, a Google-based tool that allows the user to view the project area and zoom into specific areas of interest such as alternatives, cities, and proposed stations as well as a geo-coded comments feature that can be shared through Facebook, Twitter and Instagram.

Southern California Association of Governments (SCAG) PCH Safety Study 5 The City of Malibu together with SCAG is conducting a safety study along PCH from the eastern to the western Malibu City limits, approximately 21 miles, for all modes of travel pedestrians, bicycles and autos).

Holguin serves as Project Manager implementing the Community Participation Plan CPP), including coordination between SCAG, the City, key stakeholders and the technical consultant; identification of and coordination with Project Steering Committee members; development of collaterals, marketing materials and key messages; coordination and preparation of public meetings and participation in project team meetings.

Los Angeles County Metropolitan Transportation Authority (Metro) High Desert Corridor 5 The Metro & Caltrans are leading the effort for the HDC project that proposes the construction of a new, approximately 63-mile, east-west freeway/expressway linking State Route (SR)-14 in Los Angeles County with SR-18 in San Bernardino County.

Holguin works closely with Metro, Caltrans and the project team, including assistance with the development of the Public Participation Plan, coordination of elected official briefings and public meetings, and oversight of the social media strategies.

Holguin currently serves as Deputy Project Manager providing ongoing project support on this major transportation connection through the communities and cities east of Downtown Los Angeles, including the unincorporated areas of East Los Angeles, and the cities of Montebello, Pico Rivera and Whittier.
