Following a successful bid by Raytheon to take over the ATCOTS training program from the incumbent vendor (including conversion from time-and-hours only with no accountability to one based entirely on performance), brought onboard to direct program planning and administration for three of the nation’s busiest ARTCC facilities (ZDC, ZBW, ZNY). Provide high-quality, field-based ATC training to as many as 900 Developmental controllers and Certified Professional Controllers (CPC) annually, managing the daily activities of 100+ instruc tional/supervisory staff. Control an $8 million annual budget.
Championed the change to performance-based contract stipulations, working closely with staff to ease tran sition to the new Earned Value Management (EVM) project tracking methodology.
- Transitioned three Enroute ATC training programs from the Training Support to Air Traffic contract to the ATCOTS con tract. Managed training delivery to 200+ Developmental Controllers and Certified Professional Controllers, achieving a 98% program success rate.
- Instituted an “early warning” system to proactively address project deviations and performance issues, as well as ensure achievement of project milestones and adherence to contract specifications.
- Developed and maintain a strong line of communications with project stakeholders, keeping parties apprised of status/progress through routine reporting, teleconferencing, and related activities.

Following a distinguished military career, joined the FAA in this role managing the separation and expedited se quencing of Enroute air traffic arrivals/departures for 12+ major airports at the Washington Air Route Traffic Control Center (ZDC), the fifth-busiest ARTCC in the U.S. (4.8+ million flights annually). Acquired 25+ Enroute sector certifica tions throughout tenure, advancing to a position in the Training Department to drive development and roll out of comprehensive instruction encompassing all aspects of ATC operations, including radar and communica tions.
Took the lead in organizing, developing, and conducting initial and advanced training courses rolled out to over 150 Developmental controllers and CPCs.
Devised the course curriculum, content, and training materials for Facility Refresher Training, required to be completed annually by the staff and controllers at ZDC.
Conducted evaluations of Developmental controllers to determine mastery of ZDC facility train ing and qualification requirements. Oversaw evaluation process of the department’s 20 contract instructors.
Selected to contribute to technology evaluation workgroups for development and implementation of the DSR, VSCS, and ERIDS systems and equipment.
