As QA manager, provided consultations to Project Managers and clients on logistical approach to Environmental Analytical Project Management to reduce per sample analytical cost without impacting the Data Quality objectives:

The Scope of Work for one project called for soil/water analysis for SVOC by SW-846 Method 8270B (GCMS) and PAHs by SW-846 Method 8310 (HPLC). Prior to preparing UFP-QAPP, I recommended that a single analysis for SVOC by Method 8270B would also provide data for PAHs, and the detection limit achieved by GCMS method would meet the data quality objectives for the project. This recommendation was accepted resulting in considerable savings in the analytical cost for the project.

The Scope of Work for one USACE Project (Buried Drums Site, waste characterization and drum disposal) called for full suit of waste characterization analysis, including TCLP analysis for each sample (>50). Considering high cost of TCLP procedures and analysis, I put forward a recommendation that first all samples should be analyzed for waste characterization as required by SOW, and then only those samples with positive results for contaminants above the project screening levels should be subjected to TCLP analysis. This recommendation was accepted and at the end of the project TCLP analysis was performed on less than five samples resulting in considerable cost saving to the project.

Effectively cut costs for analytical services by making appropriate analytical recommendations, at the same time meet Data Quality Objectives.

Successfully managed Navy s Southwest Division Naval Facilities (NAVFACSW) Engineering Command Installation Restoration Program and USACE Projects in Southern California, I have prepared and reviewed UFP-QAPP, Work Plans, Develop ADR/SEDD protocols for USACE projects, Database management (NEDD-NIRIS, Geotracker etc).

IUsed initiative to successfully negotiate cost effective rates for sample analysis with laboratories for very large projects; at the same time ensuring that project PQO and DQO are not impacted.
