Presently, group leader of 22 professional engineers, designers,

architects and technicians. Responsibilities include the general

design management of numerous projects for water quality improvements,

infrastructure replacements, and seismic upgrades. Design of pumping

stations, tanks, and repair and restoration of substandard facilities.

Project Manager of the Rowena Reservoir Replacement Project, a 10-MG

buried prestressed tank with extensive surface improvements resulting

from mediation and community involvement consensus building.

Planning Experience: Performed cost and benefits analyses, hydraulic

studies, alternative investigations, and made recommendations for the

Water System master plan. Developed master plan for the East Los

Angeles area and recommended the East Los Angeles Trunk Line which was

subsequently built replacing Highland and Ascot Reservoirs.

Design Experience: Prepared and supervised civil, structural, and

trunkline designs including a 120-inch diameter bypass pipeline.

Conflict Resolution: Involved with contract administration, change

orders and claims resolution. Provided lead responsibility for

settlement utilizing the American Arbitration Association for the

Central District Yard Project $30 million dollar contract.

Communication and Collaboration:

Represented the LADWP at numerous scoping meetings and open public

forums to address the open reservoirs in Los Angeles and the Federally

mandated Safe Drinking Water Act, Surface Water Treatment Rule.

Represented the LADWP at the Drought Planning Conference, Sacramento,

1988. Most recently made an independent presentation to the Los

Angeles City Council regarding proposed downsizing of LADWP Water

System.

Inspection: Inspected the fabrication of ozone equipment in Zurich,

Switzerland and Pennsylvania for the LADWP Aqueduct Filtration Plant.

Certified as a registered deputy concrete inspector, and responsible

for the oxygen plant, ozone building, bulk storage and chlorination

building, 144-inch diameter discharge pipeline and control facilities

at the Los Angeles Aqueduct Filtration Plant. Inspected private

development construction of three unit apartments though commercial

and industrial facilities for the Los Angeles Department of Building

and Safety.
