Consultant (full-time, May 1995-date). As President of the firm TA Consulting, provides
evaluation, research, planning and related services for organizations. Has also authored or co-
authored many evaluation reports and publications on distance and virtual learning topics.
Evaluator. Leading evaluation of Georgia Virtual School, Georgia Department of Education
(2007).
Evaluator. Participating as a member of a team evaluating the Illinois Advanced Placement
Grant Program, Illinois State Board of Education, 2006-2008.
Evaluator. Led an evaluation of the Chicago Public Schools Virtual High School program, 2006.
Primary evaluator. Led evaluation of $9.1 million project funded through the U. S. Department
of Education s Star Schools program, 2000-2005.
Evaluation consultant. Participated as a member of a team evaluating the use of online and
computer based learning in the U. S. Department of Labor Job Corps Program, 2003-2004.
Evaluation team co-lead. Evaluation of the Illinois Virtual High School for the Illinois State
Board of Education and the Illinois Math and Science Academy, 2001-2002.
Evaluator. Acted as evaluator, TechKnowledgy VTLC project, Western Illinois University,
1999-2000.
Evaluation consultant. Acted as consultant and evaluator for rural Illinois school districts
completing technology plans and small state-funded projects, 1998-2000
Evaluation consultant. Conducted focus group research for a federal Technology Innovation
Challenge Grant funded project, 1999.
Evaluator. Acted as evaluator, mobile workforce education delivery system developed by New
Start, Inc. for Illinois Department of Commerce and Community Affairs, 1995-1997.
Biographical Sketch
Tom Clark, PhD
External Evaluator
Dr. Tom Clark serves as President of TA Consulting, an innovative research and
evaluation firm founded in 1995. He holds a 1993 PhD in Educational Administration,
from Southern Illinois University at Carbondale, and was a Dissertation Research Award
recipient and Doctoral Fellow. Cited in Who's Who in America as an expert in distance
and virtual learning, Dr. Clark is the author or co-author of numerous studies as well as
professional articles, and the books Distance Education: The Foundations of Effective
Practice (Jossey-Bass, 1991) and Virtual Schools: Planning for Success (Teachers
College Press, 2005).
From 2000-2005, Dr. Clark served as primary evaluator of the $9.1 million STAR
project, funded by a grant from the U. S. Department of Education Star Schools Program.
For this project Dr. Clark conducted a multi-state, multi-site evaluation of technology-
based professional development and student instruction. The evaluation was formative
and summative, using both quantitative and qualitative methods. As external evaluator,
he collaborated with internal evaluators to conduct pilot/field test studies, develop
performance indicators as per federal GPRA reporting guidelines, and to monitor and
report project progress on associated measures.
Dr. Clark has experience in the evaluation of K-12 and adult education programs and
professional development activities in the context of No Child Left Behind and other
state and federal mandates. He has led or participated in evaluations of a variety of
educational programs. Examples include:
