STAR Release 1 developed the technology and infrastructure to process
orders through order entry, validation, pricing, forms design, and

The project involved developing a plan to Improve Customer Service,
Increase Agency Productivity, Reduce Unit Processing Costs and
Eliminate Non-value-added Tasks. The first step in the plan was to
