National Flood Insurance Program applications of digital Flood

development and implementation of Digital Flood Hazards Data training
at the Emergency Management Institute. This includes segments on: GIS
methodology, Digital Flood Data, Floodplain Management, and the use of
GIS in Emergency Management. Responsible for the Quality Assurance and
Quality Control of the Digital Line Graph files that are produced from
FEMA's Digital Flood Insurance Rate Maps. Have also been involved in

Provided GIS support to the Disaster Response and Recovery
efforts of FEMA, mainly in the areas of demographics and risk
assessments. This was conducted both at FEMA headquarters and at

training programs. GIS activities are were carried out using MapInfo
and ArcView software. Additional duties included the training and

cartographic process required to publish Digital Flood Insurance Rate
Maps (DFIRMs) for the National Flood Insurance Program. Using
Intergraph Microstation, they included: digitizing effective FIRM
raster files, placing U.S.G.S. quad raster files to the appropriate
coordinates, fitting the digitized FIRM panels to the placed quad
rasters, hydrology and engineering review, DLG processing, patterning,
panel annotation and plotter maintenance. Supervisory duties included
operator training, systems maintenance and the supervision of a 2nd
shift production team.

Wildlife Federation, Vienna, VA June 1990 to September 1991 Duties
included the maintenance of an IBM database containing individual,
corporate and government billing accounts. Conducted research for
marketing and policy decisions. Served as a liaison between the
Federation, its members and the public concerning conservation
policies in the areas of Urban Wildlife Programs, Environmental
Quality, Public Lands and Energy. Supervisory duties included the
management and training of a 2nd shift customer service staff of 15

After graduating from the Russian Program at The Defense Language
Institute, duties covered three categories: operations, analysis and
supervision. Operations involved translating Soviet Military
communications, working with classified cryptologic and electronic
warfare systems, document review, map compilation from numerous
sources, written communication of security instructions, and the
interpretation and reporting of signals intelligence activity to the
National Security Agency. Analysis included establishing effective
targeting sites through analysis of aerial photographs and evaluation
of Soviet radio text and code. Supervision included technical guidance

The Digital Flood Hazards Course-Developed as a training course for

the use of GIS in Emergency Management. Evening seminars are also
included in the training.
FEMA-GIS Training Manual- Incorporated the Standard Operating
Procedures for FEMA-GIS activities with the appropriate MapInfo
skills.
The Urban Forest of Centreville, VA: Its Distribution and Impact on
Property Values (Senior Research Paper), won the written category of
the Mid-Atlantic Division of The Association of American Geographers
student competition in March 1992.
