Position: Public Works Director

The duties of this position were diversified and include every aspect of the Engineering,

Public Works, as well as Building and Planning Departments. This is a City of 55,300,

having had a population of 7,900 when I started my tenure.

During a 10 year period I was the sole Engineering/Public Works contact for all private

development in the City. I was responsible for the private process from the pre-

application period through the final C of O. Several projects of note that I was PDM on

were the new Wal-Mart, the IMAX and 21 Screen adjacent theater, numerous SFD subdivisions

including many over 40 acres and one that held 465 SFD units and 128 Condos as well as

ancillary facilities.

I supervised draftsmen, technicians, clerical, the Public Works Department (operations),

inspectors, counter personnel, and numerous consultant contracts. This is in addition to

being the City's Project Co-Manager on most Capitol Improvement Projects, including our

new $3.5 million dollar City Library which opened in January of 1996, and the City s

Downtown Redevelopment Project valued at over $45 million, which included a 5-signal

custom designed traffic corridor.

Key Projects under my supervision have included infrastructure assessment districts

valued at more than 75 million dollars, two new public parks totaling 15 acres, the City

Master Plan of Drainage adoption (including the Financing Plan), two FEMA/FIRM appeals,

several new Ordinances including the NPDES mandates and other similar projects.

A great deal of my time is spent in the design and maintenance of the City s traffic

signal system. I am certified as a Traffic Signal Technician levels I & II with IMSA and

ITE. I have designed the last twelve City traffic signals, 3 interconnect/synchronization

projects, and supervised the operation of 43 signalized intersections. In 1998 I authored

the City s new Neighborhood Traffic Control Program which was the subject of my Master s

thesis and won Honorable Mention in the Helen Putnam Award from the State of California.

As you can see, my duties are both administrative and technical in nature. I spend a lot

of time briefing City Council, senior staff and numerous other agency Boards and elected

officials. I serve as the staff representative for the City Transportation Commission and

for the Coachella Valley Association of Governments Valley-wide signal synchronization

project, NPDES, PM-10 and Interstate-10 Corridor technical committees.
