Oregon Military Department Rental Program Manager and Custodial service Coordinator

Responsible for drafting, revising, publishing and distributing Oregon Army National Guard Pamphlet 405-2 Rental of Facilities and Installations, which provides the agency's policy guidance for renting of Oregon Military Department Facilities. Interpret laws, rules, and regulations affecting the rental program.

Monitor compliance with agency's rental program regulations, report noncompliance, recommend corrective actions, coordinate and follow-up on required corrective actions.

Teach, coach and mentor approximately forty permanent state employees who have as part of their duties to support the rental program (i.e. Armory Operations Technicians and Trades Maintenance Workers). Provide classroom instruction on ORARNG Pam 405-2. Provide assistance and advice to the field on rental program matters. Respond to approximately 10-25 phone calls per day on matters pertaining to the rental program. May direct other state employees while performing lease and rental program related duties.

Prepare armory rental revenue biennial targets. Track revenue earning and accounts receivable. Monitor revenue earnings for approximately 50-60 individual revenue streams. Compare revenue earnings to targets for each of the forty armory sites and monitor the statewide total. Prepare various revenue reports for others. Prepare revenue projections for budget input and budget analysis. Maintain databases and spreadsheets for tracking revenue earnings.

Negotiate lease contracts with federal, state and local government agencies, commercial enterprises, private organizations and individuals. Prepare and execute lease contracts. Review and approve lease contracts prepared by others. Respond to and seek resolution on scheduling conflicts. Monitor terms of leases, licenses, easements, and use agreements. Prepare specifications, assist contract specialists, review and award concessionaire contracts in Oregon Military Department facilities. Coordinate concessionaire activities.

Receive and process rent payments, prepare approximately 30 invoices per month. Process requests for approximately 20 cleaning/damage deposit refunds per month.Meet with federal, state, and local government agencies, commercial businesses, and private organizations and individuals to respond to rental program issues, concerns, and complaints. Work with state and local governments on matters of land use zoning, conditional use and local ordinance required permits and licenses pertaining to the Oregon Military Departments rental program. Prepare written responses to government agencies' and citizens' inquiries and complaints pertaining to the rental program. Coordinate with armories and the Oregon Commission for the Blind on providing vending machine services for Oregon Military Department facilities. Prepare, execute and manage vending machine service contracts. Track vending machine commission revenue.

Coordinate for residential rent appraisals. Prepare residential lease contracts. Receive and process residential rent payments.

Maintain records and files on approximately 60-75 rental accounts for armories and camps.

Personnel Management: Directly supervise 168 permanent, part-time Military Lease Agent positions, three permanent full-time ositions. These positions are located at over forty sites statewide. Supervision includes hiring, firing, provide discipline, complete and sign performance appraisals, and respond to grievances.

Prepare interview questions, organize interview boards, conduct interviews for vacant positions and recommend hires to State Personnel.

Physical Security Program Management:

Prepare contract specifications. Assist contract specialists in bidding, reviewing and awarding security guard contracts for site and event security. Conduct security guard contract in-progress reviews. Respond to concerns and complaints pertaining to the security guard contract.
