C4 experience includes planning, installing, operating, maintaining, and training at the Service and Joint levels of operations (Joint Specialty Officer [JSO] designated). Broad range of experience includes leadership positions in operational Marine Corps units and Joint staff billets providing direct and indirect support to operational military units throughout the world. emerging C4 technologies into Marine Corps Operations. Ensure quality and content of products and
provide subject matter expert decision support. Provide recommendations and coordination on Service
C4 systems integration and Coalition Interoperability. Assist in project management reviews. Assist in coordination of experimental C4 equipment training with designated Operating Forces. Provide
recommendations on the C4 project management process, internal and external communications, and
procedures of the organization in order to maximize its efficiency and efficacy.

Joint Systems Integration Command, Suffolk, VA
Project Manager, June 2002 – August 2005
Served as Project Lead for multiple Command, Control, Communications and Computers (C4) Projects.
Led, managed, and administered Joint C4 teams consisting of military and contractor personnel to
complete projects generated from Combatant Command requirements. Coordinated C4 project efforts
with Department of Defense, Joint Chiefs of Staff, Combatant Commands, Services, and Defense
Agencies. Conducted initial in-theater delivery and installation of an Executive Command and Control
operational prototype to Joint Task Force Commanders in both Iraq and Afghanistan.
Joint Task Force Six, Fort Bliss, TX
Chief of Operations, C4I Systems, June 1999 - June 2002
Planned, organized, and integrated tactical and commercial communications systems for Joint
Counterdrug missions. Advised on the acquisition, employment, and capabilities of tactical satellite,
mobile radio, land-line, and cellular telephone communications assets. Implemented and supervised
communications planning and training programs for multi-service active and reserve units assigned to
counterdrug missions. Managed $4.5 million dollar communications-electronics account. Developed and
implemented 5-year plan for upgrade and replacement of tactical communications equipment.
Coordinated and implemented communication architectures with multiple federal, state, and local Law
Enforcement Agencies, integrating military, and law enforcement communication assets. Provided
technical assistance to assigned units on the setup and employment of C4 systems.
Previous work assignments: December 1985 - June 1999
Served as the Battalion Executive Officer and Direct Support Communications Company Commander at
9th Communications Battalion. Served as an Assistant Professor of Naval Science at the University of
Utah, provided instruction on the employment and deployment of weapons systems, military aspects of
geopolitics, defense concepts, range safety, and marksmanship instruction. Held a variety of leadership and staff positions of increasing scope and responsibility throughout military career. Directed and coordinated all aspects of planning, installation, operation, maintaining, displacement, and sustainment of data, telecommunications, and computer systems in garrison environment, as well as during numerous exercises and operational deployments.
