EDUCATION
1/98 – 7/09 – Attended numerous OSHA & EPA sponsored classes to gain additional insight into the various rules and regulations governing accident reporting and the handling, storage and disposal of hazardous materials.
1/89 – Present – Arkansas Department of Environmental Quality. Completed numerous classes required to earn and maintain both a Class IV wastewater operator license and a Journeyman’s Solid Waste license.
9/84-4/85 - Northwest Arkansas Vocational technical School, Springdale. I completed a 150-hour DOT approved Emergency Medical Technician course resulting in both state and national certification as an EMT.
9/79-1/85 - University of Arkansas at Fayetteville. I earned a Bachelor of Science in Industrial Engineering degree with special interest in cost analysis in August 1983. I continued taking additional classes to enhance my degree and broaden my knowledge of cost analysis.
EXPERIENCE

10/10 - Present – Plant Manager, Eureka Springs Wastewater Treatment Plant. I am responsible for overseeing the daily operation and maintenance of a 0.9-MGD design SBR activated sludge plant with a daily average flow of 0.4-MGD. I am responsible for ensuring that we remain in compliance with all aspects of our NPDES permit.
9/09 - 10/10 – Transporter, Vista Health Systems. I transported children from their homes to a therapeutic day treatment facility and school for treatment and school classes and back home at the end of the day. I also transported patients from a mental health hospital for various medical appointments.
9/02 -7/09 – Environmental Health & Safety Officer, LaBarge Inc., Huntsville. I was responsible for the entire environmental, health and safety program at this 65,000 square foot, 225-employee manufacturing location and I was the leader of the HAZWOPER team. As the Environmental Health & Safety officer, my duties included overseeing the health and safety program of this facility and addressing the various ergonomic and safety issues that arise in the facility. I ensured that we were in compliance with all local, state and federal regulations as they apply to the storage, use and disposal of chemicals and hazardous wastes and maintained all the appropriate and required permits and licenses required for the hazardous materials we handled and wastes that we generated. I was also responsible for the generation and submission of the required OSHA and environmental reports to all local, state and national agencies.
1/98 -7/09 - Industrial Engineer, LaBarge Inc., Huntsville. I was responsible for all the classical industrial engineering duties including time studies, plant layout, material flow patterns, and various lean and six-sigma efforts being instituted in the facility. I performed line layouts to accommodate new projects as they started, as well as being responsible for the complete re-design of the production floor during a facility remodel to allow for the most efficient use of the available floor space. I worked closely with the operators to ensure they had the required fixtures and tools to safely and efficiently perform their tasks, as well as ensuring that they had a safe and ergonomically friendly environment in which to work. I also aided in making new equipment purchasing decisions by evaluating and comparing the specifications and operating parameters of machinery from various manufacturers to ensure the equipment purchased was the most economical choice while meeting and exceeding our manufacturing and production parameters.
8/95 -1/98 - Manufacturing Engineer, Specialty Fastening Systems, Inc., Fayetteville. I was responsible for all the engineering functions that occurred at the facility. I was involved in plant layout, cost analysis, time & motion studies. I also developed an identification program for the tooling to facilitate quick changeovers, usually enabling changeovers to be completed within 30 minutes, as well as initiating a safety and ergonomics program and providing the training required to meet current OSHA laws and requirements. I was also involved in the development of new machinery, as well as upgrading current machinery, and the preventative maintenance program. Our upper management worked as a team, so I also had responsibilities in quality control, both in inspecting and determining the standards. Also being aware of the OSHA and EPA laws, I strived to maintain compliance with them by making the workplace safer.
5/89 -4/95 - Plant Manager, Huntsville Wastewater Treatment Plant. I was responsible for overseeing the daily operation and maintenance of a 2.5-MGD design activated sludge plant with a daily average flow of 1.4 MGD. I was responsible for ensuring that we remained in compliance with our NPDES permit, which was done approximately 98% of the time.
1/89 -5/89 - Plant Operator, Huntsville Wastewater Treatment Plant. I learned how to effectively operate and maintain a wastewater treatment plant. I was responsible for performing the daily cleaning and maintenance required to ensure smooth, effective operation of the plant.
6/88-1/89 - Dispatcher/Jailer, Madison County Sheriff’s Office. I was responsible for taking emergency calls, and the subsequent dispatching of officers, rural fire departments and ambulances. I was also responsible for booking-in prisoners, as well as checking on the regularly and feeding them daily.
5/86 -12/86 - Coroner, Madison County. I was appointed to finish the term of the elected coroner after he moved out of the state. I was solely responsible for determining the cause of all unattended deaths. I investigated murder, suicide, and suspicious death scenes, and determined the need for an autopsy.
5/85 -6/88 - Emergency Medical Technician, Madison County Emergency Medical Services. I drove the ambulance on all calls, cleaned it daily and after each call, provided patient care on some routine patient transfers, and assisted the paramedic on serious patients prior to transport.
