Project Experience

GeoControl Systems 3/1992 - present

Program Manager & Senior Project Manager

Accomplishments. Program manager for $5 million per year project portfolio. Saved over $650k in planned cost. Grew work scope by $1.3 million (5%) reflecting excellent customer service. Provided better than 90% on time product delivery. Met or under ran all (100%) planned budget targets. Maintained excellent employee morale, evidenced by less than 5% annual voluntary turnover. Proactively encouraged and maintained excellent health & safety performance with zero (0) incidents.

Program Management Functions. Guide technical development. Review applications and data products for technical correctness. Prepare project proposals, including technical approach, test plans, cost estimates, schedules, risk mitigation plans, and earned value plans. Execute projects according to plan. Report monthly technical, cost, schedule, and earned value performance. Perform corrective and preventive actions as required. Provide variance analysis for cost and schedule variances. Periodically update project risk evaluations and mitigation plans.

Example projects managed.

(1) Requirements development and deployment for a successful project scheduling system used by a 2000 person enterprise.

(2) Requirements development and deployment for a successful data management system used by a 2000 person enterprise.

(3) Development and deployment of a trusted enterprise management information system (MIS) to manage budgets, execution plans, and performance data collection and reporting for $200 million worth of projects and products.

Electronics and Software Development Engineer

Accomplishments. Perform development, integration, and test of electronics, software, and systems. Work with minimal supervision; provide high quality products as promised. Products included system test plans, integration plans, hazard analyses, failure modes and effects analyses (FMEAs), trade studies, requirements, and designs. These products led to successful independent testing of ISS flight software for over 10 years; proof of concept for GPS assisted inertial navigation systems aboard the space shuttle and International Space Station; successful Space Shuttle return to flight after the Columbia accident; and predecessor designs for the current Orion spacecraft.

Functions. Develop concept of operations; elicit requirements; perform system design, coding, subsystem and integrated system testing. Prepare project proposals, including technical approach, test plans, cost estimates, and schedules.

Example projects.

(1) Developed software and hardware for embedded computer controlled test equipment for X38 Vehicle 201 pyrotechnic firing (see photos at website portfolio). Developed control software for the X 38 spacecraft pyrotechnic subsystem.

(2) Developed real time simulation system for testing safety critical software and control systems. System was successfully used to verify functionality of dozens of International Space Station software applications for longer than ten years.

(3) Tested avionics for function, design, & workmanship. Among other positive outcomes, this work proved the concept for GPS assisted inertial navigation systems aboard the space shuttle and International Space Station, and delivered diagnostic tools for space suit life extension aboard the International Space Station.

(4) Contributed to system test plans, integration plans, hazard analyses, failure modes and effects analyses (FMEAs), trade studies, requirements, and designs. This work led to successful return to flight for the Space Shuttle Program and to predecessor designs for the current Orion spacecraft.

Rockwell/Boeing, Design & Development Engineer 3/1982 - 2/1992

Accomplishments. Perform development, integration, and test of avionics systems. Products led to successful testing of space shuttle avionics and cockpit instruments, successful testing of Shuttle to Centaur upper stage booster interface, successful development of anti ballistic missile avionics system, including miniature high performance flight computer.

Functions. Perform test system design; avionics system design; avionics system testing; subcontract management.

Example projects.

(1) Co managed subcontract for a $10 million spacecraft computer. As a result, published "Development of a RISC Based, High Performance, Miniature Computer System" with Burton K. Smith at the IEEE/AIAA/NASA Digital Avionics Systems Conference.

(2) Developed test hardware for remote testing of flight computer to payload interfaces. System was developed to link a massive simulation/test laboratory in Houston with a similar test system in San Diego. System successfully proved safety critical functions and avoided the cost of constructing another large scale simulator.

(3) Developed test equipment and test procedures for flight computers and electronics (avionics), including functional testing, lightning/EMC testing, thermal and vibration environment testing, and anomaly resolution.
