Key Duties & Responsibilities:
Demonstrate personal commitment to the SHE Policy, Maintain awareness of and ensure compliance with all relevant Statutory and Company SHE
standards, actively participate in Company safety awareness and initiative schemes. Participate in contractor’s planning meetings, risk assessments,
toolbox talks, safety meetings, etc. Spend the majority of time at the workplace to monitor performance of work and to coach and encourage contractor’s
personnel to achieve an acceptable safety, health and environmental performance. Maintain good relationships with Contractors. Where necessary
intervene to stop work where appropriate standards are not met.Liaise with other disciplines to improve effectiveness of the overall Team. Ensure the
Rules are followed or aligned with contractor’s safety management system. Participate in any incident investigations, site audits or safety committees with
follow up and close out of recommendations.
Principle functions of the positions handled:
• Worked with Oil & Gas companies with specific reference to Planning, implementing, and coordinating program to reduce or
eliminate occupational injuries, illnesses, deaths, and financial losses: Identifies and appraises conditions which could produce
accidents and financial losses and evaluates potential extent of injuries resulting from accidents. Advise the project management
team on HSE issues. Support the development and realization of a Zero Incident Culture in a way that serious injuries are prevented
and best in class HSE performance is achieved.
• Promote and ensure compliance with regulatory HSE requirements, company HSEQ Policies and procedures, and client HSE
requirements. Provide HSE coaching and direction to the team of Project HSE Representatives.
• Assists with the development and implementation of safe operating and emergency procedures, manuals, bulletins and other safety
publications.
• Ensure that subcontractors' HSE standards are aligned to the Group/Project procedures and provide support for improvement.
• Liaise with Project Manager to ensure HSE attendance at key project meetings and maintaining HSE interface with client Coach,
mentor and support the Project Management. Coach workforce in good quality risk management such as Toolbox talks, risk
assessments, interventions, hazard identification, MOC etc.
• Supervise co ordinate and monitor HSE performance on projects Coordination and optimization of HSE resources assigned to
project Ensure adequate HSE visibility throughout the life of the project, including HSE management of subcontractors.
• Liaise with Project Manager to ensure HSE attendance at key project meetings and maintaining HSE interface with client, provide a
support function to project management, ensuring sufficient HSE input throughout the duration of the project.
• Participates in key reviews of project engineering design documents and construction plans / reviews. Implement Action tracking for
HSE audit and inspection actions. Participates in audits of safety program implementation. Site inspection and Audits along with
Safety Team. Gathers evidence and prepares reports on safety violation complaints, occupational and environmental accidents.
Ensure that actions/recommendations are implemented. Provide effective means for liaison and communication with partners,
shareholders, government organizations and non government organizations on HS&E matters.
• Liaise with Project Manager and Quality team to agree on HSE audit schedule and participate in HSE audits Chair and facilitate
HIRA meetings to ensure company processes are followed and that appropriate control measures are in place. Monitor action items
arising from safety audits, safety alerts, etc. including follow up action arising from HSE, Certifying Authority Inspections, Safety
Meetings and Incident Reports.
• Assists with the development and conduct of safety training courses. Prepare a practical safety induction and orientation specific for
the Execution group. Develop and implement training programs, delivering specialized HSE Training. Training of all personnel on site
in safety procedures, alarm procedures and equipment use. Issue certificates, keeping the training roster, track all new personnel on
site who must still get training etc. Prepare and administer the training program for EPC HSE Representatives.
• Conducts regular facility safety inspections of operating plant and equipment as well as new projects/modifications under
construction, prior to mechanical acceptance and pre start up safety review (PSSR).
• Development and maintenance of Project related HSE documentation including HIRA (Hazard Identification & Risk Assessment)
Reports Project HSE Plans and Project HSE Interfaces.
• Support the Project Manager with reporting, investigation and de briefs for HSE incidents relating to assigned Project ensuring they
are appropriately reported, investigated, followed up and closed out in a timely manner. Leads or participate in incident
investigations, including near misses, property damage, injuries, occupational illness and spills/loss of containment. Participates in
incident control during accidents or emergencies. Assists with the development and maintenance of computer based incident record
keeping system. Undertake all Incident investigations and reporting processes. Ensure that all accidents and incidents are fully
investigated and agreed corrective actions are implemented closed out and lessons learned are disseminated to the required target
audience. Incorporate lessons learned\ to project planning and liaise with Knowledge Management.
• Incident Investigation and Root Cause Analysis.
• Identification of trends regarding the recurrence of accidents / incidents / near misses, providing feedback to Company, Contractor
and the project management team as necessary.
• Work with the industrial hygiene department / medic, to help demonstrate management and control of Occupational Health Hazards.
• Monthly compilation and reporting of HSE information and statistics for the project. Demonstrates a determined and independent
approach to HSE performance delivery and displays resilience in the face of obstacles. Maintain HSE documentation, reports and
presentations; including corrective and preventive action close outs Reporting to HSE manager daily and coordinating the
implementation of HSE initiatives, and any other work assignments deemed necessary by HSE dep.
• Visits all areas of the work site: walks for long periods of time; climbs ladders to reach platforms, and scaffolds; enters confined
spaces such as excavations / tanks or uses other means to observe all potentially dangerous working conditions. Atmosphere
Monitoring & Gas Testing.
• Evaluates working conditions and recommends improvements in HSE methods, practices, and procedures.
• Documents violations through notes, sketches, measurements, photographs, and videotapes.
• Ensures that safety equipment and facilities like various safety and lifesaving equipment, firefighting equipment, gas monitors,
breathing, apparatus, etc. are kept in best working condition by developing and implementing and carry out equipment inspection
and preventive maintenance programs, setting up efficient record keeping systems of all equipment under my responsibility and
recommends the replacement of faulty equipment. Supervision of installation, maintenance and scheduled servicing of all safety
equipment, Keep track of HSE related calibration records.
• Keeps abreast of new developments, safe working practices, government regulations and relevant international codes of practice.
Participates in local industry associations, committees or work groups and liaises with counterparts at other facilities to identify areas
where the Company might benefit by adopting best practices.
• Implementing a HSE management system (HSEMS) that is compliant with ISO 9001, OHSAS 18001 and ISO 14001, and monitor
compliance with the HSEMS, Participates in the implementation of ISO 9000 Series Quality Management systems and concepts.
• Conduct coaching on effective HSE interventions, undertake STOP tours, ensure STOP Tour schedule is completed, act as STOP
focal point and assist platform team to use STOP data to drive local safety improvement initiatives.
• Implementation of Company’s HSE plan for the plant, wellhead and associated cluster facilities ‘construction and commissioning.
Provision of HSE advice to the site team, Ensuring HSE site processes is implemented.
• Focus on working with appointed subcontractors to assist with the procurement of necessary personal protective equipment and
materials for compliance with established ES&H policy and requirements.
• Provide construction safety management, subcontractor oversight and support to the Project ES&H Manager, as required. Oversee
Construction safety, demolition, renovation with environmental and health background.
• Review necessary plans, procedures, and strategies for ES&H implementation and ensures their consistency and adequacy.
• Adequate provision of first aid and welfare facilities and safety signs, relevant protective clothing and equipment. The workplace
satisfies health, safety and welfare requirements for ventilation, temperature, lighting, sanitary, washing and rest facilities.
• Ensuring effective HSE Communications via tool box talks and carry out regular training and field talks as required. Providing
training and communicating best HSE practice and lessons learnt. Encourage and promote safety, health, and environment
awareness in all project related activities and work sites.
• Lock out / Tag out the valves and electrical equipment for the maintenance / modification work to be carried out safely.
Administration of “Lock Out / Tag Out” program. Ensure all personnel aware of the program, ensure personnel know how program
operates, review that program is being followed by all personnel.
• Verification of correct operation of Company’s PTW system. Ensure Permit To Work (PTW) is obtained prior to the starting of any
work by the contractors. Ensure all personnel aware of the system, ensure personnel know how system operates, review that all
personnel are following system. Takes an active role in the development and implementation of the permit to work system and
provides independent oversight by reviewing selected permits issued by Operations personnel, also ensure the relevant supporting
documentation are attached along with the permits like Excavation, Confined Space, Radiography, Hot Tapping Certificates,
Process, Mechanical & Electrical Isolation Certificates etc.
• Assisting in planning and executing emergency response drills. Participate and lead the fire & safety drills. Conducting the
periodical mock drills at site.
• Provide ES&H support to engineering and procurement for soliciting and selecting subcontractors.
• Oversee subcontractor’s implementation of all aspects of ES&H programs. Maintain Project ES&H records as requested by Project
ES&H Manager.
• Waste Management: segregation of the waste and ensure they are collected in the appropriate containers (plastic/rubber, paper,
clothes/rugs, glass, metal, insulation and waste oil etc.).
• Supports the construction Supervisors by advising, guiding, training and counseling of all contract safety, health, safety and
environmental personnel on the projects.
• Liaises with the Construction Supervisors to monitor the performance of the Safety Officers and reports changes to be made as a
result of stellar or poor performance. Ensure that contractors training plans are in place and being followed. Work with contractor’s
Safety Leads to define agendas for all Safety meetings that are consistent throughout the project life span.
• Attend all contractor weekly and monthly safety meetings and advise on improvements. Steward suggested improvements.
Participate in the daily, weekly, and monthly project meetings and as the HSE Representative.
• Work with the Construction Engineer and Construction Supervisors and completes a general site walk around, once a week, and
advice on safety and related operational issue to insure contractor’s compliance to the Company standards.
• Interact with all personnel on the project execution on a daily basis and provides input to the Safety Supervisor on project related
issues. Assist Supervisors in preparing area specific toolbox meetings and job start topics.
• Managing Project Behavioral Based Engagement and Leadership programs, Makes clear what is required and confirms that people
exhibit behaviors and achieve results that meet or surpass expectations.
• Ensure that contractor’s safety leads are recording, documenting and filing safety statistics, reports, etc. Help them to setup
spreadsheets to capture data and binders to store paper data.
• Advice and help the safety leads near miss and incident reporting with contractor. Leads the Contractor input and finalization of
incident and near miss reporting.
• Work on HSE initiatives and challenges. Through these initiatives continually improve the safety plans and performance of the
group.
• Identified KPI’s (Key Performance Indicators) for each project and records and stewards the same.
• Lead the reviews and provide comments to all contractor safety plans and procedures.
• Participates in safety reviews as required. Includes Hazop, What If, Cause and Effects reviews. Assists with industrial hygiene
surveys to identify and quantify occupational workplace stresses. Participate Risk Assessment operations such as HAZOP, QRA,
Safety Case, Fire Risk Analysis, and Operating HSE behaviour observation systems. Facilitating and support Job Safety Analysis,
HSE Risk Assessments & provide advice on measures to reduce risk. Review from an HSE standpoints the main Contractor
deliverables i.e. Specifications, P&ID, F&G, Plot Plan, Risk assessment, etc. Ensure that all legal environmental requirements are
met. Validate the procedures for main engineering reviews i.e. P&ID, Plot Plan, HAZOP/SIL, F&G, etc. from an HSE standpoint.
Input to any project safety Studies e.g. HAZID, HAZOP. Participates in HAZID, HAZOP, SIL and QRA assessments.
• Supervises and participates in the activities undertaken by Safety Officers and Marine Riggers.
• Provide a substantial, regular, on site presence; to ensure that contractor safety personnel are complying with, the relevant safety
measures and regulations. Report and advice on potentially hazardous situations encountered on site.
• Monitoring and reporting on level of competence in general Safety Awareness of staff at site. Evaluating personnel on site for safety
knowledge, providing written report and recommendations for improvement. Supervision of trainee personnel on site.
• Providing On Site Job Safety Analysis (JSA’s) & LMRA (Last Minute Risk Assessment) Ongoing reports for duration of project for
each stage of construction. Development of health and safety management systems with site specific contingency plans relating to
H2S.
• Foster strong HSE culture within the contractors always looking for opportunities to raise the level of HSE awareness. Liaison with all
members of the HSE team to ensure the most efficient use of resources and application of best practices.
• Maintaining Action Tracking Register that addresses actions from near miss reports, audits, hazard reviews, and incident
investigations. Compiling HSE metrics and report at daily, weekly and monthly HSE meetings on statistics against objectives &
performance targets.
• Prevention and precautions against, or adequate control of, exposure to hazardous substances, and danger from flammable,
explosive, electrical, noise, radiation and manual handling risks.
