and research exchange programs with US, European, Asian, and

African Universities and Research Institutes. Organized Addis

Ababa University/United Nations University Conference on the

JOINT COMMISSION NEGOTIATIONS: advise the President of the

agreements and protocols between individual European countries

and the University; represented the University on joint commission

meetings.

MULTINATIONAL ORGANIZATIONS: design, write proposals for,

and coordinate the implementation of international assistance from

WHO, UNESCO, UNDP, etc. and World Bank loans for capacity

building and infrastructural development of various faculties of

Addis Ababa University.

INTERAFRICAN UNIVERSITY COOPERATION: liaise between

training colleges, agricultural colleges, universities and other post

secondary vocational schools in writing and organizing proposals for

development assistance for facilities expansion, renovation, staff

development, and teaching materials development; coordinate

international and bilateral development assistance for different

colleges and universities;

JOINT COMMISSION NEGOTIATIONS: coordinate and contribute

to the drafting of joint-commission agreements and protocols for the

higher education sector; review joint-commission agreements

submitted by cooperating countries; represent the higher education

sector at Joint Commission meetings; negotiate assistance for the

higher education sector; inform higher education institutions of their

role in the implementation of joint commission agreements; facilitate

programs including literacy, informal primary education, income

generating activities for women, pre-school, and nutrition and day-

care services for the poor; coordinate with UNICEF and NGOS in the

design and implementation of social service programs;

ESTABLISH AND SUPERVISE A SOCIAL RESEARCH

DEPARTMENT to generate essential data and analysis for policy and

program purposes; Head key research projects like the Study of the

Social Consequences of Nationalization of Urban Lands and Extra

Houses;

INTERMINISTERIAL COORDINATION: participate on Inter-

ministerial, design committee chaired by the Adult Education

Department of the Ministry of Education to design innovative and

efficient methods and institutional structures for spreading literacy,

informal education, and relevant skills training in rural Ethiopia;

indigenous networks of community controlled Skills Training

Centers, built from locally available materials with community

initiatives and participation, were designed for literacy and skills

training of rural households;

development programs with emphasis on women, urban youth

DEVELOPMENT OF MEDICAL SERVICES: in charge of

expanding nutrition, child and mother health, preventive health,

training of different categories of health staff; getting management of

these facilities and services evaluated and up-graded by management

specialists with full employee participation

DEVELOP strategies and programs to link the Foundation's training,

education, and health activities to form a holistic network creating

favorable development environments for people;

DEVELOPMENT OF FAMILY PLANNING: One of the founders of

the Ethiopian Family Planning Association; sponsored and provided

legal protection to the family planning services under the mandate of

my medical services department; served as the Association's

volunteer Secretary General supervising its entire network of

activities including its international relations and fund raising up to

1980.

University Community; funded by the Ford Foundation, Regional

Office in Nairobi

1977 The Social Implications of Nationalization of Urban Lands and Extra

Houses. This was a government funded research done while at the

Ministry of Labor and Social Affairs; the product was government

property written in the national language; The study was a random

sample survey of 10 cities and towns which revealed the gravity of

devastation caused by the Marxist nationalization doctrines on

ordinary and poor people reliant on rent income as sole source of

support. The study helped to avert plans to discontinue payment of

small portions of rent money to previous owners whose houses were

nationalized.
