Program/Project Manager, U.S. Navy December 1996-August 2012
Program manager for the daily operation, maintenance, and quality control of U.S. Navy steam,
diesel, and gas-turbine propulsion systems, including auxiliary machinery, electrical power
generation, HVAC, wastewater and water treatment, and emissions and special oil pollution
control equipment and systems valued over $250 million in repair costs.
Directly supervised the production output of 80 engineering technicians and 60 contractors in
multi-tiered projects and upgrades. Implemented cost-cutting modifications and improved
productivity, resulting in decreased maintenance planning time and rework by 25%.
Trained a diverse work force of over 930 professionals in U.S. Navy ship repair processes
involving preventive and corrective maintenance checks for accuracy and adherence to quality
control standards by implementing an in-house training program utilizing Lean/Six Sigma and
change management methodologies, resulting in increased operational readiness from
satisfactory (75%) to outstanding (92%) within three month s, in spite of significant personnel,
material, and budgetary constraints.
Formulated and managed a $30 million operational budget, including maintenance, program
expenses, and procurement of engineering equipment; reviewing business processes,
organizational structures, Federal Acquisition and Regulations (FAR) processes, U.S. Navy
acquisition contracts, Information Technology (IT), Networks, and Information Assurance systems
