Program Management:

Programmatic lead for United States Air Forces in Europe Operations, Strategic Deterrence and Nuclear Integration Directorate`s 30 program/$950M portfolio for Air Force`s 5-year Program Objective Memorandum (POM). Despite challenging fiscal landscape and overseas reductions, won $8M per year increase in critical Air Force capabilities (Joint Terminal Attack Control, Warrior Prep Center and DV airlift support). Secured Icelandic Air Policing, Operational Support Aircraft, Control and Reporting Center, Air and Space Operations Center and Integrated Air and Missile Defense funding in FY13-17 POM. Persuaded US European Command to prioritize Integrated Air and Missile Defense within Europe into Integrated Priority List to the Joint Chiefs of Staff which proved critical to achieving US President`s missile defense way ahead in Europe.

Leadership:

Excelled as United States Air Forces in Europe Operation`s Director during Operation ODYSSEY DAWN. Senior ranking weather officer in Europe responsible for organizing, training, funding and equipping over 400 personnel. Commanded largest combat weather organization in the United States Air Force. Boldly led center to win #1 Specialized Weather Unit in the Air Force and Outstanding Unit Award with Valor. As Director of Operations, led largest regional weather center in the Air Force. Led unit to three consecutive Fawbush-Miller Awards that recognized the Air Force`s #1 regional weather center (2001, 2002, 2003). Selected as the National Air Intelligence Center Lance P. Sijan Award leadership winner and Company Grade Officer of the Year. First weather officer ever selected as an Air Support Operations Squadron Director of Operations. Led Tactical Air Control Party to highest Air Force evaluation rating (-Outstanding-) for combat readiness and integration of the Air to Ground Controllers into the Air Operations Center.

Strategic Planning:

Brilliantly organized, planned, synchronized then executed four week-long conferences vital for preparing Airmen to go to war. Each conference had over 100 worldwide attendees orchestrated at the classified level (one TS/SCI). Expertly designed then executed a squadron Expeditionary Aerospace Force program from scratch that ensured all personnel were completely trained and equipped for deployed operations.

Team Building:

As a commander, set very high performance standards for 11 subordinate units. Through a targeted blend of oversight, mentoring and empowerment, every unit responded and earned an -Outstanding- rating on Standardization/Evaluation inspections. Motivated, inspired and re-structured unit to surge during exponential product increase in support of Operations ENDURING and IRAQI FREEDOM. Combined Forces Air Component Commander responsible for all air missions proclaimed, -by far the best, most accurate weather intelligence I`ve ever received.-

Problem Solving/Change Management:

Recognized lack of Headquarters Air Force focus and integration with field units and created an Exploitation Division to accelerate Wing Operations Center and Combined Air Operations Center capabilities. Additionally, teamed with the Electronic Systems Center to create a Director of Engineering position to better synchronize weather capabilities and weapon systems. Initiated decisive action to terminate or restructure costly, legacy weather satellite system. Aggressive actions resulted in reduction of multi-year fielding process to 6 months and saved the Air Force $37M. Anticipated several waves of manpower cuts-applied AFSO-21/Green Belt techniques to craft smart combination of reachback, restructure and product termination to ensure no degradation in services after cuts were levied.

Financial Management:

Leveraged regulation changes to transfer sensor funding responsibility from the US Air Force to the US Army, thereby saving $2M per year. Utilized AFSO-21/Green Belt techniques to skillfully formulate a plan to transfer a weather radar from the Air Force to the National Weather Service with a resultant savings of $1M. Diplomatically persuaded US Army to increase unit`s budget $250K per year to dramatically improve realistic combat training. Additionally, obtained $100K in Overseas Contingency Operations funding to equip personnel deploying to Iraq and Afghanistan.

Programmatic lead and USAFE Corporate Group member; advocated for 30 program/$950M portfolio. USAFE functional lead for weather career field; set policy and directed Standardization and Evaluation Program for over 400 personnel. Managed and executed $4.6M annual budget. United States representative to NATO Allied Command Operations for Meteorology and Oceanography Committee. Interfaced with allies to build partnership capacity and theater security cooperation.

Deputy Chief, Weather Resources and Programs Division, Directorate of Current Operations and Training, Air, Space and Information Operations Plans and Requirements 2006-2007

Commander, 7th Weather Squadron 2004-2006

Commanded the Air Force`s largest combat weather squadron. Responsible for the professional discipline, health, welfare and morale of 110 assigned personnel spread across Germany and Italy in 11 geographically separated units. Staff Weather Officer to US Army Europe`s (USAREUR) 4-star Commanding General. Provided weather intelligence, resource and force protection services for 20 major installations, 12 airfields, 62,000 personnel, over 350 aircraft and over $100B of resources in the US European Command. Developed combined weather concepts for NATO and led all Air Force weather forces supporting USAREUR exercise, garrison and combat operations.

Director of Operations, 28th Operational Weather Squadron 2001-2004

Shaw AFB, South Carolina (GRADE: Major-Lt Col)

Led largest operational weather squadron in the Air Force. Led 250 personnel in two operations centers providing 24-hour weather support for Operations IRAQI FREEDOM and ENDURING FREEDOM and other actions in the US Central Command theater, and for 90 Air Force, Army, Guard, and Reserve units operating in an eight-state region in the southeast United States. Handpicked to deploy 2 weeks after 9/11 as the Director of Weather Operations at the Combined Air Operations Center (CAOC). Led 16 personnel and directed all weather operations for the Combined Forces Air Component Commander (CFACC) in support of the Air Tasking Order (ATO) cycle during Operations ENDURING and IRAQI FREEDOM. Led all unit training, standardization and evaluation, systems administration and functional area management.

Chief, Plans and NATO Liaison, 7th Weather Squadron 1999-2000

Campbell Barracks, Heidelberg, Germany (GRADE: Major)

Led contingency and wartime planning for Air Force`s largest combat weather squadron. Wrote, coordinated, and reviewed annexes and appendices to US Army Europe and NATO contingency plans, exercise directives, and operational orders. Developed concepts of operations for weather support to Army and NATO forces throughout the European theater. Coordinated with USAREUR and NATO`s Land Central Command on exercises, readiness, and tactical support issues. Representative to USAREUR battle staff during activation of the Crisis Action Team. Managed Expeditionary Aerospace Force program for Army weather operations.

Director of Operations, 21st Air Support Operations Squadron 1997-1999

Fort Polk Army Installation, Louisiana (GRADE: Captain-Major)

Directly responsible for the training, standardization and evaluation, scheduling, planning, combat readiness and execution of the Tactical Air Control Party (TACP) and weather station in support of the 2nd Armored Cavalry Regiment (ACR), Joint Readiness Training Center (JRTC) and Fort Polk garrison. Assisted the squadron commander in leading and managing a 46-person, geographically-separated Air Force squadron at Fort Polk. Responsible for coordinating squadron support to the 2 ACR for all contingencies, exercises and joint training. Advised the 2 ACR Commanding General and staff on all aspects of environmental impacts on combat operations. First weather officer ever selected as an Air Support Operations Squadron Director of Operations.

Executive Officer, Directorate of Data Exploitation, National Air Intelligence Center 1996-1997

Wright-Patterson Air Force Base, Ohio (GRADE: Captain)

Principal assistant to the Director of Data Exploitation. Provided direct support to O-7 (Senior Executive Service) level civilian associate chief scientist and 2 Colonels. Managed administrative support to over 500 scientists, engineers, and intelligence specialists with an annual budget exceeding $40M. Issued guidance and assigned tasks to support acquisition, processing, and dissemination of technical and general military intelligence used to determine foreign air and space system capabilities and limitations. Supervised staff in managing directorate military performance evaluation, special civilian assignment, security, safety, training, and award and recognition programs.

Chief, Atmospheric and Space Environmental Sciences Office, National Air Intelligence Center 1993-1996

Senior staff meteorologist for the National Air Intelligence Center. Directed only office in the Department of Defense producing meteorological intelligence. Supervised eight advanced meteorologists: civilian, active duty, and reserve. Directed all weather support for more than 2,000 scientists, engineers, and intelligence analysts. Directed and prepared intelligence analyses for environmental technology studies required by the Defense Intelligence Agency and Air Force. Instructor, Aerial Reconnaissance Weather Officer (ARWO), Det 1, 7th Weather Wing 1989-1991

Keesler Air Force Base, Mississippi (GRADE: Lt-Captain)

Flew as a WC-130 mission director attached to the 53d Weather Reconnaissance Squadron (-Hurricane Hunters-). Provided ground and in-flight instruction on aircrew duties and weather reconnaissance procedures to newly assigned aerial reconnaissance weather officers. Recommended candidates for initial qualification, requalification, or instructor upgrade evaluations. Upgraded ARWOs to special mission storm qualification.
