Profile:

Retired Marine Corps Officer with 14 years of DoD Acquisition/Test experience. Motivated professional able to work in a fast pace, deadline-driven environment. Has led teams in the testing and acquisition of crew-served ground weapons systems for the USMC. Since retirement, has performed acquisition duties in Mine Resistant Ambush Protected (MRAP) vehicle program for Special Operations Command (SOCOM) as part of a multi-disciplinary team. Professional Experience

SENIOR PROJECT OFFICER TASKS:

-Assists the RG-33 Assistant Product Manager (APM) by providing leadership and technical expertise to support SOCOM MRAP production, testing, integration and fielding of the Armored Utility Vehcile (AUV) and the RG-33A1 Category I Vehicle with Independent Suspension System (ISS).

-Current duties include interfacing with multi-disciplinary teams within the Joint Program Office (JPO) MRAP, external customers (SOCOM) and vendor (BAE) for the planning, prioritization and issue resolution activities relating to the above vehicles. To attain goals/target specifications, solve any conflicts that arise and minimize potential risks as it relates to engineering enhancements for MRAP vehicles, their production and intergration of Government Furnished Equipment (GFE), transportation of MRAP vehicles to "support" facilities State-side, shipment to theater, maintenance/repairs in theater and "capability/survivability" enhancements in theater.

-Successfully managed two Delivery Orders (DOs) of AUVs totaling (70) vehicles to SOCOM and one DO of (26) RG-33A1 w/ISS.

-Manages cost, schedule and performance of MRAP vehicles under production, upgrade or modification to enhance performance or survivability.

-Manages the Rocket Propelled Grenade (RPG) Net Defeat intergration program for RG-33 vehicles.

-Manages the Reliability Centered Maintain (RCM) analysis of SOCOM vehicles in order to reduce life-cycle costs relating to maintenance.

PROGRAM ANALYST TASKS:

-Provides technical reviews on vendor proposals for cost, schedule and performance.

-Creates and maintains the RG-33 SOCOM Team PROJECT Schedule and updates this weekly.

-Prepares weekly/monthly status reports of achievements and issues to APM and drafts white papers with recommended courses-of-action.

-Creates and presents "Briefs" on the capabilities of the two SOCOM vehicle variants to either the APM or SOCOM user.

-Tracks RG-33 SOCOM vehicle production in the Wide Area Work Flow (WAWF).

-Submitts Electronic Funding Requests (EFARs), Spending Plan Change Requests (SPCRs) for the procurement of engineering upgrades to ensure funding availability.

-10/11-Present: Senior Project Officer, RG-33, SOCOM Team (Sub to URS). Responsible for managing the the production, fielding, transportation, deprocessing, and sustainment for all SOCOM vehicles (RG-33A1s, RG-33 Base variant ISS upgrades & AUVs) and maintaining contact with the user and vendor to ensure requirements for fielding, sustainment and upgrades in theater/CONUS are met.

-06/08-09/11: Action Officer RG-33 SOCOM Team (Sub to URS). Responsible for managing the the capability/requirements generation of vehicle specifications, its production, fielding, deprocessing, transportation, and sustainment for the Armored Utility Vehicle (AUV) SOCOM vehicle.

-06/07 - 05/08: Military Analyst (Alion Alexandria & Dumfries Office). Responsible for assisting the Office of Naval Research (ONR) (Code 30) by witnessing live-fire testing and providing feedback of an advance naval rifle liner for potential applications for both the Navy and Marine Corps. Assisted in proposal writing for the Marine Corps Operational Test and Evaluation Activity support proposal in 2007.

U.S. Marine Corps (World-wide) Service 7/87 - 07/07:

1. Team Leader Crew-Served Weapons, USMC, Quantico, VA, 08/2005 - 07/2007: Responsible for ground crew-served weapons acquisition and support to USMC units that included: machine-guns (.50 cal and 240G/B), machine-gun mounts, and 60mm & 81mm mortars systems. Acquired, maintained and completed life-cycle upgrades for all above weapons systems. Supervised yearly Supplemental Budgets of over $75M during this period. Led the Integrated Product Team, which designed, tested and produce the lighter-weight "Inconnel" mortar systems (60mm & 81mm) for the USMC.

2. Tactical Readiness and Training Officer, USMC, 08/2004 - 08/2005: Senior Infantry Officer assigned to the G-3 Staff of 3D FSSG (now MLG). Responsible for conducting "field skills" training to logistics units within the 3D Marine Logistic Group (MLG). Additional duties were to monitor and record rifle/pistol/physical fitness scores and submitting the Status of Resources and Training System (SORTS) reports for HQBn to HQMC. In a tactical setting, responsible for planning "surface fire support" (mortars & artillery) for MLG units.

3. Ground Requirements Officer, USMC, (P&R) HQMC Pentagon 08/2001 - 08/2004: Responsible for coordinating responses from the USMC HQMC Staff and various USMC major commands concerning requirements generation proposals and staffing for "capability" documents in support of new or current requirements. Supported the Marine Corps Requirement Oversight Council (MROC) Secretariat in coordinating briefing material, coordinating briefing locations and formatting briefs prior to being delivered to the Assistant Commandants and assisting in taking meeting minutes.

. Operational Test Project Officer (OTPO), USMC, (MCOTEA) Quantico, VA 05/1998 - 08/2001: Responsible for the planning and operational testing of Ground Weapons Systems for the USMC. Was the OTPO responsible for the first operational test of the Short Range Assault Weapon (SRAW) in 2000 at five different testing locations to include Alaska for cold-weather testing over a three month span of time, with a budget of $1.93M for conducting the test, with a test team of (3) civilians and (15) Marines.

5. Infantry Officer, USMC, World-wide Service, 07/1987- 05/1998: Infantry Officer by training having combat experience in Operation Desert Shield/Storm. Served in a variety of "billets" responsible for training Marines to fight using a variety of infantry weapons systems. Billets held include: Rifle Plt/Cmdr, Rifle Co XO, S-4A and S-4 Logistics Officers for an Infantry Battalion; Recruit Training Battalion S-4 Logistic Officer, Recruit Training Series Cmdr,Company Cmdr and S-3 Operations Officer at MCRD Parris Is, SC; HQCo Cmdr-HQ Company 6th Marines, and served as a Rifle Company Cmdr and a Headquarters and Service Company Cmdr for 3dBn, 6th Marines.
