Accomplishments

Project Management and Maintenance Engineering

As Navy Project Manager, worked with a team of multi-discipline engineers to ensure that projects followed the design scope, were constructed on time and delivered within budget.

As Maintenance Engineer and Section Head, developed preparation of comprehensive Operation and Maintenance Manuals (Discs) that compiled all product and system data and maintenance schedules for all new Navy shore facilities. The manuals, called Operation and Maintenance Support Information (OMSI) allow rapid facility commissioning and fast, cost effective future repair and operation. OMSI is now used by the Army Corp of Engineers and the Air Force Construction Battalions for most new construction. Received Civilian Medal of Achievement for OMSI development at NAVFAC.

Professional Experience

March 1968 to January 2003

Atlantic Division, Naval Facilities Engineering Command Norfolk, VA

Civil and Facilities Maintenance Engineer

Civil Engineer and Inspection Team Leader for inspection of Navy owned Naval Industrial Reserve Plants (aircraft manufacture) in NY and CT. Work involved comprehensive civil, architectural, mechanical, electrical and safety inspections of all facilities and runways/taxiways. In addition to the civil type inspections, my work involved compiling and documenting all other engineering discipline's inspections into a comprehensive report.

Facilities Maintenance Head, Operation and Maintenance Support Section for development and preparation of comprehensive Operation and Maintenance Manuals (and discs) for all new Navy shore construction under cognizance of the Command. For each new facility, we developed a scope of work and negotiated with the designer of record (A&E) for preparation of manuals and discs called Operation and Maintenance Support Information (OMSI.) OMSI compiled all product and system data, (including architectural) and included detailed tabulations of maintenance requirements and schedules for all systems. Use of these manuals facilitated rapid commissioning and highly cost effective M&O of these new facilities

The award winning OMSI concept and scope of work was developed by my team at LANTDIV and is now used by both Army Corp of Engineers and the Air Force Construction Battalion.

June 1970 to March 1998

Atlantic Division, Naval Facilities Engineering Command Norfolk, VA

Construction Project Manager

Responsible Project Manager of new Navy and Air Force shore construction in UK and Azores and for Navy construction in Spain and Egypt. Projects included family housing, operational facilities, aircraft maintenance hangar, bulk fuel storage and a biomedical research laboratory. Responsibilities included initial design scope development, A&E selection and fee negotiation and advertising and award of construction.

June 1967 to March 1970

Naval Facilities Engineering Command (NAVFAC) Charleston, SC

Construction Engineer

Technically reviewed, corrected and approved construction change orders for projects such as Aircraft Maintenance Hangar, Bachelor Officers Quarters, Vehicle Maintenance Shop and Runway and Taxiway repairs.

As Civilian Resident Officer in Charge of Construction at the Marine Corp Recruit Depot, Parris Island, SC, Inspected construction of recruit barracks, administered contracts and prepared and negotiated construction change orders.
