Overview
Ms. Turner is a seasoned government relations strategist who has over 17 years experience in legislative
affairs and Congressional advocacy. Ms. Turner tackles complex policy initiatives and facilitates dialogue
with public affairs representatives to help achieve client-specific legislative and regulatory goals. With
experience in both the public and private sectors, Ms. Turner advises clients on matters that relate to the
intersection of business and public policy. She contributes issue expertise that includes energy, health
care, appropriations, financial services, and real estate. Currently she represents a variety of corporate
clients, including Avis Budget Group, TIC International Corporation and the Nehemiah Corporation. Her
experience ranges from tax policy, energy, healthcare, appropriations to transportation policy, travel,
tourism, and insurance. Ms. Turner offers dynamic advice and counsel, and works effectively with local,
state and federal government agencies as well as elected public officials. Ms. Turner is effective in
assisting clients in framing persuasive and consistent messages for legislative, administrative and
regulatory decision-makers as well as helping clients take a proactive role in advocating for favorable
solutions when government decisions are being considered and made.

Government Relations. Ms. Turner played a key role in developing policy strategy and was

units. Moreover, she was responsible for the management, implementation and compliance of federal
statutes and regulations for all clients of the firm.

Director, Verizon Wireless
In this corporate position Ms. Turner was primarily responsible for leading internal Government
Relations strategy development and implementation plans across multiple business areas for the
Northwest/West Region State and Local Government Relations team and influencing the
competitiveness of Verizon Wireless in the Northwest/West Region. Responsibilities included
developing and maintaining strategic relationships with local and state government leaders to lead
legislative priorities and actions. Ms. Turner’s policy development leadership was manifested through
creation and risk mitigation and resulted in direct and indirect cost savings and/or avoidance through
state and local proactive legislative actions.
1993-1997
Assistant Counsel, New Jersey Governor’s Office
Ms. Turner provided legal counsel to the New Jersey Governor and served as Legal Counsel to the
Senate Judiciary Committee to the New Jersey State Senate. In these capacities, she helped oversee
legal and policy issues, judicial selection, legislation, and all legal issues concerning the Office of the
Governor and the state.
