Co-wrote high quality, high value report on large federal government agency’s staffing allocations practices (more
than 4000 FTE positions). Moved from Professional Accomplishments area
Engaged leaders of a $400 billion Agency in discussions on (i) procedures needed to enhance FTE (fulltime
equivalent staff) allocations practices and (ii) mechanisms to reduce conflict around allocation decisions and (iii)
ways of determining appropriateness of allocations.
Assessed informal methods of FTE allocation for scalability and overall organizational impact.
Designed a comprehensive plan for creating a shared decision-making process to allocate FTEs using a needs-based
approach.
Identified organizational impediments to successful implementation of significant culture change suggested by
interview results.
Worked with statistician, created various mathematical tools to support new FTE allocations process for 4000
positions.
THE WORLD BANK, Washington DC 2/2004 – 1/2008
WATER & SANITATION PROGRAM, OPERATIONS ANALYST (CONSULTANT) (4/2007 – 1/2008)
Using inputs from senior staff, co-designed a 5-day retreat for regional program leaders of the Water & Sanitation
Program of the World Bank.
Created a decision tool for project portfolio assessment (portfolio valued at over $50 million). Application of the tool
decreased cycle time on report production by more than 50% and significantly increased strategic focus of document.
Identified key assessment variables to facilitate easier review of project portfolio allowing us to reduce the cycle time
on the production of key reports and enrich strategic impact of report saving an estimated $60,000 in administrative
cost.
Using newly created decision-making tool, reviewed entire project portfolio (150 projects in 25 countries), predicting
and identifying late projects, determining causes and advising senior staff where bottlenecks/challenges were in the
system. Designed responses to widespread administrative issues.
Served as co-author of the End of Year review FY07, FY08 Draft Business Plan and the Mid-Year Review FY08,
reading and evaluating project submissions and working with task team leaders in the regions to fine-tune those as
necessary.
