EMPLOYMENT EXPERIENCE
Heritage Homes (Merced, CA)
Director of Forward Planning from August 2006 to December 2008. Directed all forward planning and
entitlement efforts for Heritage Homes and their sister companies. Developments comprised of three
master-planned communities (ranging from 580 lots to 1,100 mixed-used lots/units), one 265-unit
neighborhood, and one 87-acre highway commercial center, all located throughout California. Reported
project schedules and entitlement budgets to Heritage’s executives. Supervised in-house staff and directed
planning and engineering consultants to effectively complete assignments. Prepared applications and
presented plans to commissions, councils, and LAFCO. Consulted with agency staff and elected officials to
structure conditions of project approval and environmental mitigation, and to complete the public review &
approval process. Assisted counsel in researching, negotiating, and acquiring real-estate easements and
agreements. Conducted site-selection/feasibility analyses. Negotiated with school district officials and staff.
Skandy Development (Fresno, CA)
Vice President of Forward Planning from August 2005 to June 2006. Managed all master-planning and
entitlement efforts for Skandy Development, including a 2800-acre planned community in Toelle County,
Utah and a 1500-acre "new town" community in Madera County, California. Conducted development
feasibility analyses for potential projects in various locations throughout Utah and central California.
Supervised one employee, as well as several planning, engineering, and resource consultants to complete
various project components. Reported to company investors, and managed project schedules &
development budgets. Met regularly with agency staff and elected officials to complete and streamline
public approval process. Assisted the president in researching and acquiring real-estate holdings.
Ranchwood Homes Corp. (Los Banos, CA)
Director of Land Acquisition and Development from January 2004 to August 2005. Managed all land
planning developments and entitlement procurement. Residential developments ranged from 12 lots to
master-planned communities ranging from approximately 200 lots to over 1500 lots, throughout central
California. Supervised numerous planning, environmental, and engineering consultants. In charge of all
community & infrastructure master planning. Reviewed environmental documents, conditions of approval
and subdivision agreements. Prepared project schedules, budgets, and council/board/LAFCO presentations.
Collaborated with neighborhood groups, lead-agency staff & officials to complete public approval process.
Negotiated school impact fees with school district officials and staff. Assisted the president in researching,
negotiating, and acquiring real-estate holdings, easements and agreements.
Wellington Corporation of Northern California (Morgan Hill, CA)
Manager of Forward Planning from March 2001 to January 2004. Managed all land development
projects and entitlement procurement for master-planned communities up to 700 acres and smaller
subdivisions, throughout California. Prepared site selection analyses and project feasibility reports, budgets
& schedules, development applications, and public presentations. Supervised numerous consultants,
conducted extensive public outreach efforts, and prepared creative marketing brochures & materials for the
sale of approved projects. Oversaw all community & infrastructure master planning. Requested &
reviewed proposals for technical, professional, and construction services. Reviewed & negotiated project
conditions, subdivision agreements, and environmental mitigation. Consulted with regional, state & federal
conservation agencies, transportation agencies, school districts, community development department staff
and elected officials. Assisted the president in researching, negotiating, acquiring, and financing/funding
significant real-estate holdings.
City of Gilroy, Planning Division (Gilroy, CA)
Planner from November 1994 to March 2000. Managed a high volume of development plans for
residential, commercial, and industrial projects, including major subdivisions, the Bonfonte Gardens Theme
Park, the Gilroy Sports Complex, auto dealerships, shopping centers, lodging facilities, theaters, restaurants,
theaters, and mixed use developments. Processed, analyzed and formally presented applications for general
plan and urban service area amendments, annexations, zone (map & text) changes, subdivisions, use
permits, variances, and architectural site review. Evaluated applications for completeness, and for
consistency with the city's general plan, zoning ordinance, codes & policies. Prepared project staff reports
and environmental documentation (in compliance with CEQA), and performed substantive & grammatical
edits to initial study and EIR documentation.
Conducted extensive public outreach efforts, and shared project information with local & regional media.
Worked closely with local commerce community to address their respective needs & professional opinions.
Chaired the Alcohol Beverage Control (ABC) Committee, Historical Heritage Committee and the
Soundwall Task Force. Served as Gilroy’s Zoning Enforcement Officer and managed cases with effective
conclusions. Provided superior customer service to the public and their officials.
City of Gilroy, Planning Division, (Gilroy, CA)
Planning Technician Intern during summer 1994. Performed complete revisions to the Gilroy Official
Zoning Map and the General Plan Map. Drafted numerous project site maps for public hearings, and
designed the city’s Urban Benefit Area Map. Assisted planning staff with research and analysis on various
planning projects.
