Transportation Negotiator/Carrier Coordinator 2003-2005

Managed all aspects of Division relationships with approximately 50 contract carriers. Responsible for approximately

26,000 annual deliveries to locations throughout North America. Negotiated delivery rates and managed contracts and

service issues. Maintained, updated and trained all carriers in quality process requirements in accordance with a

Division ISO Tier III manual. Assured DOT hazmat shipping compliance by all carriers by conducting on-site audits.

Distribution Supervisor 1994-2003

Development and operational control of a nationwide network of bulk liquid terminals, rail-to-truck transfer facilities,

packaging facilities and product warehouses. Conducted environmental, health and safety(EHS) audits of existing

and candidate facilities to assure compliance with applicable regulatory requirements. Trained facility personnel in

product storage, handling and shipping procedures meeting OSHA and NFPA requirements, including selection and

use of appropriate PPE for the product(s) specific to each facility. Environmental representative for due diligence

teams for several potential specialty chemicals acquisitions. ISO 9002-2000 Internal Auditor for 6 years (5 years as

Lead Auditor).

Environmental, Health and Safety (EHS) Compliance Auditor 1992-1994

Conducted EHS audits of high-risk facilities: chlorine repackagers and end users, pentachlorophenol end users,

hydrochloric acid end users, vessel cleaning and repair facilities (truck, railcar, barge) and hazardous waste

TSDF’s. Developed an ‘approved for use’ list of TSDF’s and corresponding waste streams approved for each

location, and assured that plants discontinued use of substandard facilities.

Member of the Division EHS Internal Audit team from 1992-1996, with specific responsibility for RCRA, CERCLA,

SARA, TSCA, asbestos abatement/ management and waste minimization audit segments. Oversight of RCRA

Corrective Action activities (groundwater remediation) at each production plant.

Technical coordination for a group of PRP’s for a former chemicals production/TSDF facility in NJ. Researched

environmental issues and provided regulatory compliance guidance to plant Environmental Managers and staff.

Completed closure of a wastewater surface impoundment at a Vulcan owned/operated bulk chemicals terminal, and

eliminated an NPDES discharge at another terminal.

Calculated air emissions and submitted annual reports for Vulcan bulk chemical terminals. Submitted SARA Tier I

and II annual reports to LEPCs and SERCs.

Member of Vulcan Chemicals Emergency Response Team from 1992-2005.

Technical Services Representative/Environmental Regulatory Specialist 1991-1992

Provided internal and external customers with guidance for compliance with applicable EHS/DOT regulatory

requirements for all products produced by Vulcan Chemicals. Tracked emerging regulatory issues and provided

status summary reports to internal and external customers. Provided environmental regulatory requirements

language for product MSDSs and product manuals. Developed SPCC compliance programs for affected Vulcan

terminals, and provided training to terminal staff.

Management of all RCRA compliance enforcement activities within the State. Co-conducted Show Cause hearings

negotiation and assessment of civil penalties, when possible. Authored/issued Director’s Orders for Compliance,

including requirement for development and implementation of a Site Investigation Plan when required. Monitored the

status of issued Orders through completion by violators. Trained new Division Staff on RCRA requirements.

Allworth, Inc., Mount Pleasant, TN 1987-1988

A 10-day accumulator/transporter of RCRA wastes seeking a Part B RCRA storage and treatment permit.

Regulatory Compliance/Customer Development

Submitted an application for and obtained a RCRA Part B Permit to conduct on-site storage and treatment of

hazardous wastes. Profiled numerous waste streams for suitability for solvent recovery and/or hazardous waste fuels

blending. Assisted customers and potential customers in conducting waste analyses and assigning proper RCRA

waste codes to waste streams. Assisted customers in submitting TRI reports to State and federal agencies.
