Experience
ACCESS Systems, Inc., Reston, VA, Senior Program Manager - Federal Bureau of Investigation
(FBI), 2008 – Present
Mr. Kaufax currently directs a team of 40 technical resources supporting the FBI’s Unclassified Network
(UNet) program. Under this multi-year contract, Access Systems provides wide-ranging support for the
entire UNet technical infrastructure, including Network Engineering and Operations, Telcom/WAN
management, System Engineering and Administration, Desktop Engineering, SharePoint web
development, Information Security, Blackberry Integration, and tier 3-4 helpdesk support. Mr. Kaufax, as
the primary customer interface, directs strategic planning, resource management, issue escalation,
contract management, and all financial, time and status reporting aspects of the program, which
generates billings in excess of $7M annually. The program currently supports well over 30,000 desktops
and nearly 25,000 blackberries in FBI facilities throughout the United States. Mr. Kaufax also has
responsibility for subcontractor management and business development, and played a critical leadership
role in the recent formulation of the re-compete proposal.
Keane Federal Systems, McLean, VA, Program Manager – FBI, 2007 - 2008
Mr. Kaufax provided critical expertise on two high-profile IT projects. The FBI Internet Program (FIP)
focused on a major expansion of their Unclassified Network (UNet) to enable all personnel desktop
access to the internet and unclassified email. This project encompassed considerable enhancements to
the FBI’s current network infrastructure, as well as deployment of thousands of end-user devices to 56
field offices throughout the country. Mr. Kaufax was the co-Program Manager on this effort. His primary
focus included requirements research and analysis, cost modeling, schedule development/maintenance,
implementation and resource planning, executive briefings development, risk/issue tracking, and project
documentation development, review and editing. This initiative required vast coordination and constant
communication amongst several FBI divisions, field offices, and external organizations. Some of Mr.
Kaufax’s specific contributions included development/vetting of implementation schedules, generation of
complex cost estimation models, management of on-site deployments, detailed Action Item tracking and
follow-up, and authoring of numerous executive briefings and FBI-wide project updates. Mr. Kaufax was
also instrumental in the setup of the project intranet site.
The SBU Mobility project involved the development of a platform enabling FBI users remote access via
Blackberry devices to key data sources. This allowed investigative personnel to access and share data in

the field on a real-time basis, providing significant benefits in their ongoing fight against terrorism and
other federal crime. For this project, Mr. Kaufax performed cost/schedule analysis and produced/edited
key documents, including the Requirements Traceability Matrix, Concept of Operations, Risk/Issues
Register, and Privacy Impact Assessment. Mr. Kaufax also authored executive briefings and FBI-wide
emails providing project updates, developed document naming standards, and oversaw the project’s
Sharepoint website housing all key project documents.
Project Performance Corporation (PPC), McLean, VA, Program Manager – Enterprise Solutions,
2006 – 2007
Mr. Kaufax managed a multi-year $10M+ program to develop a complex, web-based budget formulation
and publication software suite for the Department of Labor (DOL). He directed all aspects of the program
with full P/L responsibility, including pricing/schedule development, task order authoring/negotiation, EVM
tracking, staffing plans/resource management, risk and issue management/mitigation, quality assurance,
requirements analysis, software development, test planning and execution, hosting administration,
subcontractor management, help desk, status reporting, and information security compliance. During his
time on this program, Mr. Kaufax managed a team as large as 25 while presiding over 4 successful
software releases. He also had a key role in expanding PPC’s revenue with DOL by helping to secure
over $1M in new business on the contract.
While managing this project, Mr. Kaufax personally authored a highly detailed Work Breakdown Structure
and proposed Statement of Work for a $3.1m phase of the project, and developed the resource-loaded
project schedule using MS Project. With the customer’s approval and funding, he also selected and
implemented the Rational Unified Tool Suite to support a structured approach to requirements
management/tracing and defect process flow. Other contributions included monthly EVM analysis, weekly
status reporting, customer briefings, and establishment of a web-based project document library
organized according to PMBOK standards. The DOL user base expanded from 60 pilot users to over 300
enterprise-wide. Technologies applied included a combination of COTS desktop tools (e.g. Documentum,
MS Office, etc.) as well as .Net C#, Windows 2003 Server, and MS SQL Server.
While with PPC, Mr. Kaufax also managed an ongoing software development and support effort at the
Food and Drug Administration (FDA). The project involved the enhancement and expansion of an analytic
tool that, through a highly complex custom search algorithm, determined orthographic and phonetic
similarities between drug names and other medical terminology with the goal of eliminating confusion that
had led to medication errors among doctors and pharmacists in the past. A related application,
RxStudies, was developed, tested and successfully deployed to production during Mr. Kaufax’s
management of the project. Technologies applied in both applications included ASP .Net and Oracle.
Stanley, Inc., Arlington, VA, Deputy Program Manager – Joint Strike Fighter (JSF) Program, 2004 –
2006
Mr. Kaufax performed program management duties associated with JSF, a joint program (largest DOD
acquisition program in history) of the Navy, Air Force and Marines. The contract focused on complete
management of the program’s information technology infrastructure including: network engineering,
systems integration, help desk, training, multimedia/web services, custom software design/development
and test management, and information assurance/network security. Thirteen domestic sites, as well as
international partner locations, with 1000+ users, connected via wide-area network.
Mr. Kaufax managed requirements analysis; resource planning/tasking; customer briefings; personnel
management; risk assessment; disaster planning; cost tracking/forecasting; invoice, time and expense
approvals; business development; and issue escalation. In performing a dual role, Mr. Kaufax also task-
managed the Information Assurance team with purview over classified network planning, IT security

policies and procedures, COMSEC and FSO functions, network monitoring, incident response,
certifications and accreditations, and encryption management.
The JSF program posed many networking challenges due to its geographical spread (15 contractors and
partners across the US and Europe). Engineers were frustrated with their inability to access classified
technical design updates in real-time. Mr. Kaufax formed a Classified IT Working Group bringing together
user, government security, and contractor representatives to facilitate workable solutions for classified
information sharing. Results included successful implementations of 6 new classified (secret, top secret,
and special programs) networks, as well as interconnections between several government and vendor
networks, vastly raising productivity by eliminating “sneaker net”, reducing the cost of classified couriers,
and decreasing security risks. Vault areas were expanded and relocated to integrated secure server
farm. Secure connections were also established to 4 international partner countries.
Sapient Corporation (Short-Term Contract), Reston, VA, Program Manager – eBusiness
Applications (Nextel), 6/04 – 9/04
Mr. Kaufax managed a large software testing (CMMI Level 3) program with 15-20 simultaneous
application projects encompassing web-based sales of phones and service plans, customer self-care,
and wireless services for Nextel, a Fortune 200 telecommunications firm. Mr. Kaufax performed duties
including development of financial projections, project/resource planning, and presentation of pricing
proposals. He refined, and monitored adherence to, many processes such as test planning and time
estimation, test case development, test execution/tracking, and defect process flow. Project risks were
evaluated to determine mitigation strategies. Mr. Kaufax participated in, and led, design reviews, test
readiness reviews, and production go/no go decision briefings involving multiple contractors and Nextel
employees. He also developed, tracked, and reported results against Service Level Agreements (SLA’s).
Responsible for staffing/performance evaluation and direct supervision/mentoring of 4 Project Managers,
with all projects comprising a team of 60+ locally and offshore.
During Mr. Kaufax’s tenure on the project, key accomplishments included a successful migration of
Nextel’s online infrastructure to Oracle 9i and IBM WebSphere 5.1, major upgrade of the online customer
registration functionality, improvements to the web API infrastructure, and a quarterly maintenance
release.
TMA Resources, Inc., McLean, VA, 1999 – 2004
Director – Quality Assurance and Customer Care
Mr. Kaufax established new Quality Assurance (QA) and Customer Care functions for a rapidly growing
software firm established in 1997. He designed and executed procedures, processes and guidelines
associated with Software Quality Assurance, customer support, product documentation, and release
management functions for industry leading firm specializing in enterprise management software for
member-based non-profits. He developed testing strategies and test plans, and produced and managed
against project plans, budgets, and resource assignments for each product release. Mr. Kaufax
participated on design review teams and had input on design changes, enhancements, and product
packaging. He led test readiness and release go/no go reviews. Mr. Kaufax managed vendor
relationships for staff augmentation including overseas partners, while managing an on-site team of 15+.
He performed hands-on testing and project management on several key custom engagements, and
routinely reported on product health, risk exposure/mitigation strategies, and project status to the
executive planning team.
Mr. Kaufax presided over the successful migration of the company’s flagship product suite (TIMSS) from
client-server to n-tier architecture. He also extended QA processes through the entire SDLC, moving the

management procedures, and automated load testing tools to reduce test cycle times and defect rates,
while increasing tester productivity. He also revamped the product documentation suite, introducing
context-sensitive online help to vastly improve the user experience. Mr. Kaufax contributed to dramatic
improvements in product stability, helping propel the company to a clear leadership position in its market
space. He also led a successful migration of the company’s product line from supporting Oracle database
only, to dual Oracle and MS SQL Server support.
Alcatel USA, Ashburn, VA, Director – Project Management and Logistics - Internet Products
Group, 1998 - 1999
Mr. Kaufax had oversight of Customer Project Management and Logistics functions for a division of $30
billion Alcatel Corporation launching a new internet consumer product. He managed relationships with
distribution and marketing partners before, during and after-sale: business development; product
evaluations; economic modeling; beta trials; requirements analysis; sw/hw customization and branding;
program implementation; and ongoing support mechanisms. Developed a logistical model for moving
product units from the overseas factory through distribution and into the various sales channels (retail,
online, telco, ISP, etc.). Engaged outsource companies to provide consumer call center support, warranty
administration and repair/refurb. Mr. Kaufax hired and managed a senior staff of 7 Project Managers.
Derwent Information, Alexandria, Virginia, Director - Information Technology/Operations, 1997 -
1998
Mr. Kaufax managed US operations with P&L responsibility for $70 million Thomson Corporation unit
engaged in patent and scientific information publishing. Responsibility over four major functions totaling
23 staff members: information technology (IT), production, applications development, and facilities
administration. Mr. Kaufax directed teams producing internet, CD/ROM and fax information products,
while also managing the staff providing all IT and telecommunications planning, support and
procurement. Developed and managed annual staffing and budget forecasts. During his time in this
position, Mr. Kaufax was able to streamline processes using technology, work flow analysis and staff
reorganization to shorten production cycles by 30% and reduce production costs significantly.
Technology, Management & Analysis Corporation, McLean, Virginia, 1993 - 1997
Director - Information Technology Operations (1995 - 1997)
Mr. Kaufax directed a department of 20 engaged in all facets of business operations for $50 million IT
consultant and value-added reseller with 10 locations. Managed staffs providing: network/computer
systems planning, acquisition, and helpdesk support; data center operations; telecommunications
administration; purchasing/inventory management; staffing; and facility administration. Business
functions included: resale procurement and distribution; project tracking and billing; resource
management and outsourcing; customer service; contract administration; and client interface. Mr. Kaufax
facilitated development of new/improved corporate systems and processes for sales/purchase order
processing, project tracking/billing, contracts, and travel/expense approvals, resulting in vastly improved
operational efficiencies. He was also instrumental in the implementation of a high-speed wide area
network connecting all 10 company locations with over 99% uptime, and implemented a centralized
helpdesk system using MS Access database for improved, faster IT user support.
Product Manager - Document Management Solutions (1993 - 1995)
Mr. Kaufax managed the design and development of a document management product line comprising
client/server software suite (Windows/Unix/SQL) and associated consulting services. Responsibility over

Mr. Kaufax managed $18 million development of unique document management service combining
telecommunications with advanced digital imaging and mass-storage technologies. Guided project
teams and engaged in full life-cycle of new product development: concept generation and prototype
design; business case development; operations/technology planning; industry/competitive analysis;
software development; marketing/sales strategies; vendor/partner selection; contract negotiations; and
beta trial planning, implementation and evaluation. Managed 2 successful pilot projects involving Medical
Records (15 users) and Purchase Orders (65 users). Implemented several successful customer
implementations resulting in labor/cost savings and reduced business cycle times for each user group.
Financial Analyst/Sr. Financial Analyst - Bell Atlantic Network Services (1984 - 1990)
Utilized computer models and forecasting tools to project corporation's annual revenue, expense, income
and cash flows based on monthly results and deviations. Analyzed financial impacts of changes in
environmental factors including competition, accounting rules, regulatory/legislative rulings, union work
stoppages, and labor contracts. Coordinated the development of business and product plans for 20
business units, encompassing over $10 Billion revenue and $1 Billion income. Developed forecasts and
presentations for senior management highlighting probable deviations from annual objectives and
