manuals, along with operational methods and procedures tied to these regulations.
• Created a program to facilitate the handling of subpoenas, court orders, and civil requests for
information.
• Business Requirements Architect – created policies and test requirements for a startup company’s
emerging technology venture. Responsible for end-to-end testing and evaluation, compliance with federal
and state regulations, and business process documentation. Ensure policies reflect current “best practices.”

• Fraud and Risk Management – implemented fraud and gaming controls to mitigate financial exposure
and realize large scale cost savings. Drivers included root cause analysis, fraud control(s) deployment,
brand protection, and product security. Provided Senior Management with prevention, detection, and
deterrence recommendations to control fraud, gaming, transshipping, account takeover, pretexting and
other scams that exposed the Company to financial and legal risk.
• Lead for User Acceptance Testing (UAT) – tested all new offers, rate plans, service features, and
network releases. Responsible for all related test environment planning, execution, and documentation.
• Wireless Reseller Launch – developed and implemented business processes and requirements for
launch of prepaid wireless service (“TúYo”) – Fall 2005. This included Local Number Portability, Privacy,
CALEA/Law Enforcement Compliance, Fraud, and Network/IT System Outage Response.
• E-911 / Subpoena Compliance – created and deployed methods and procedures for IDT’s wireless
Compliance Response Center ensuring timely response to emergency 911 operator calls, as well as the
processing of subpoenas, court orders, and civil requests for information.
• Investigations – conducted investigations of irregularities, including the identification and permanent
injunction of defendants engaged in illicit bulk resale schemes (transshipping). P repared case management
reports to support internal/external investigations in concert with Legal and law enforcement personnel.

• Business Ethics – to become compliant with the Federal Sentencing Guidelines / Sarbanes-Oxley Act,
created and implemented the Company’s new Code of Business Conduct Manual. This included
compiling, analyzing and revising all conduct related policies and procedures. Deployed the manual via
the Company’s intranet sites; created and deployed the associated all-employee interactive training module.
Liaison with the Company’s Business Ethics Committee and General Counsel.
• Expert Witness – Company’s Litigation and National Subpoena Compliance Departments (identity
theft/fraud cases and custodian of records).
• Fraud Standardization -– led the Company’s national Subscription Fraud Task Force, whereby
processes were standardized across departments, achieving cost efficiencies.
• Training Instructor-Fraud & Identity Theft – instructed thousands of employees, law enforcement and
industry peers (classroom, convention center settings, and industry forums).
• Physical Security – Direct supervision of the Northeast (Virginia up through Maine) Security
Operations Center (SOC), ensuring all 400+ facilities’ (retail, office, and switch sites) video surveillance,
burglar alarm, and card access control systems were properly functioning and policy compliant. Managed a
guard staff of approximately 50 officers; coordinated SOC/field security services for internal customers. In
concert with Corporate Security, conducted investigations as needed for internal/external cases.
• Policy Management – created standardized policies for the Investigations and Fraud Departments.
• New Products/Offers -– Managed the Fraud Department’s ‘new product and offers’ programs. Ensured
process/system launch readiness, allowing for timely and efficient fraud prevention.
• Corporate Representative-Federal Trade Commission – presented the Company’s position statements at
the Spring 2002 FTC “Identity Theft Workshop,” regarding consumer privacy, protection of personal
identifying information, and fraud prevention, detection and deterrence.
• Editor – Business Security Department’s monthly newsletter, as well as the department’s report to
Senior Leadership. Drafted the Company’s Privacy policy, “Facts on Fraud” and “Fraud Position Paper”
for use by the Company’s Public Relations and Legislative Affairs departments.

• Systems Engineering – responsible for entire NY/NJ market’s switch and cell site interconnection to
the PSTN. Arranged facilities/trunking for all new network nodes to accommodate equipment changeover.
