NATO HQ, Naples, Italy

Directed and managed Joint and Allied Interoperability for Communications, Command

& Control, Computers & Information Systems (C4IS) in NATO warships. Project

Manager for the development and implementation of numerous communications and

internet based projects, including all engineering configuration aspects, into NATO

warships. Provided advice and drafted Military Operational Requirements for

improvements in Allied interoperability. Aligned tactical communications policy and

formulated new policy for future naval communication systems targeting NATO

interoperability with non-NATO nations. Lectured and presented NATO communications

policy, doctrine and practices to military personnel of non-NATO countries as part of a

NATO Experts team.

MILITARY SERVICE - Operations, Engineering and Local Control Officer, Jan 1993 –

NATO HQ, Gibraltar

Managed and provided all C4IS operations and engineering services for military units

operating in the Western Mediterranean. In charge of Military Message Handling

System, Microwave network, one HF receiver site, two HF transmitter site, and a

Satellite Ground station with an annual infrastructure budget of $30M. Project Manager

for the implementation of Video Teleconferencing via the NATO Wide Area Network

and Internet into the Headquarters. Managed and provided leadership to 120 multi-

national and multi-service (Navy, Army & Air Force) personnel and Government Service

civilians.
