Managed public policy formation and policy outreach for 25-person regional non-profit company advocating
f or better state, regional, and national energy efficiency policies, practices, and funding. Oversaw one person
in Policy Analyst role, including discussing issues, organizing caseload, editing drafts, etc …. Represented
NEEP in public forums before New England public utility commissions and in industry and stakeholder
working groups. Provided outreach to non-profit and other ally organizations to share information, educate,
pool resources, and coordinate actions, when possible. Provided outreach to senior staff and leaders of
government entities, such as public utility commissions and other energy efficiency players, such as Attorney
Generals, etc … to provide information, educate, and exchange helpful information. Monitored and
researched laws, policies, programs, whitepapers, and legislation on energy (e.g., ARRA), energy efficiency,
and environmental issues related to energy efficiency and disseminated relevant information to staff, with
summaries, and advice, where necessary. W rote and filed persuasive comments with state energy agencies
promoting energy efficiency generally, and NEEP’s specific positions on energy efficiency issues, programs,
standards, and methods. W rote and filed persuasive letters to state legislators and governors on energy
efficiency funding and other issues. Attended conferences, panel events, and other industry f unctions to gain
knowledge, create a professional network helpful to achieving NEEP’s goals, and pursue those goals with

Brief Overview: Founded legal and regulatory departments at a successful start-up competitive telephone
and high tech company, handling any and all legal and regulatory matters, and building a highly efficient,
successful, eight-person legal and regulatory team. Supported and advised executives and staff to drive
growth f rom ten employees, $500k in revenue, and service in two states, to a profitable entity with more than
140 employees, service in a dozen states, and $60m+ revenue, and acquisition in 2007. Established
corporate and regulatory entities in more than dozen states, including creating all f ederal and state tariffs, and
a highly successful legal and regulatory compliance system. Created functional, efficient legal and regulatory
project tracking system, including the creation of boilerplate contracts and a contract review process that
allowed quick, effective, coordinated responses with Company sales staff, customers, and their counsel.
Represented Company before numerous state and federal agencies involving major contract and other
