PROFESSIONAL EXPERIENCE
NATIONAL SEMICONDUCTOR, South Portland, ME 1990 – 2008
Semiconductor Company with 7000+ employees and $2B in 2008 revenue. Acquired and divested Fairchild
Semiconductor.
Senior Product Engineer 2001 – 2008
Promoted to lead, execute, and support new device product qualifications for Military Aerospace (Mil-Aero)
applications. Set up new products in National NPPRS database system. Completed test characterization,
documentation, test plan validation, and data analysis for all new products. Collaborated across functions with
fabrication, design, engineering, production, and marketing departments to secure support for new product
qualifications.
Managed engineering efforts at all facilities in-country during fabrication transfers to meet company specifications,
performed product test characterization analysis, data and statistical analysis, documentation, specification, and
completed final package. Led team of two technicians to conduct product engineering and test operation functions.
Served on National Mil-Aero Technical Review Board. Managed $100K-$500K budgets per product.
Selected Accomplishments:
Led successful qualification of three new products, Op-Amp (Operational Amplifier), A/D (Analog to
Digital) Converter and D/A (Digital to Analog) Converter chips, using CMOS and BiCMOS device families
for military aerospace contractors to ensure compliance with Department of Defense standards and
specifications. Utilized NPPRS and related systems to manage business case, manufacturing cost, and
product/test issues.
Delivered 10% improvement in device performance and 15% reduction in manufacturing costs by
successfully executing four fabrication transfers of CMOS semiconductor process lines from United States
and Singapore facilities to United Kingdom and Malaysia facilities, identifying product issues, and
implementing design changes.
W il l ia m Pe tc he r P a ge 2 o f 2
Played key role in closing Singapore facility following product transfers by transferring test equipment
and product types to new facility in Malaysia.
Product Engineer 1990 – 2000
Promoted from Senior Electronic Technician (1983-1989) to introduce new products on FACT and BiCMOS devices
through device manufacturing and product test characterization. Operated PC-based testers using Ethernet, USB,
and TCP/IP protocols and hardware. Conducted data analysis through use of VAX platform, DCL language, and
RS1 database.
Selected Accomplishments:
Improved device performance by 10% over previous lead frame and generated 15% increase in
orders by completing Design of Experiments for integrated circuit packing project. Enabled decision making
on better performance purchasing and raised product’s competitive position in marketplace.
Reduced test costs by more than 10% by managing Cold Temperature (-55C) Test FACT Elimination
project to eliminate cold test operation from production flows. Conducted and secured Technical Review
Board approval for large statistical analysis of past and current device data.
Contributed to increase in device performance by managing test and product specifications for space-
level product line manufacturing transfer from U.S. to Singapore.
