Directed Human Resources and Payroll activities supporting all HR initiatives and operations including,

marketing, sales, manufacturing, virtual office staff, and multi-facilities throughout North America. Reported

to President.

Chugai Pharma USA, LLC, San Diego, CA and Bedminster, NJ 2000-2007

A subsidiary of Chugai Pharmaceutical Co., Ltd. - Japan majority owned by F. Hoffman-LaRoche, Ltd,

Switzerland. Promoted from Director to Executive Director in 2003 and to VP in 2005.

Head of Human Resources

Directed all Human Resources activities and initiatives. Oversaw Facilities, Environmental Services and

Security. Managed $1M bonus, $1M fringe benefit and $400K HR operating budgets. Directly reported to

President/CEO.

Developed performance management systems aligned to the business strategy. Introduced

teambuilding and executive coaching. Designed leadership development training modules and

created professional standards and guidelines to enhance leadership behaviors.

Implemented formal recruitment and interview training programs and enhanced on-boarding

Hired top talent to build Research Division. Managed post merger downsizing with no legal

aggressive East Coast recruitment. Re-staffed company with top talent.

Designed Executive, Key and Non–Key Management incentive compensation programs to attract and

retain staff (while competing in a publicly traded pharma/biotech community). Implemented Executive

Long Term Incentive Plans and Long Term Disability Plans. Implemented baseline job

descriptions, job evaluation methods, severance policy, executive contracts and performance bonus

plans.

Prepared and recommended non-qualified deferred compensation plans and implemented investment

and compensation policies. Managed transition of benefits shared services agreement with Gen-

Probe, Inc. during spin off from Chugai Pharmaceuticals, Ltd. Added vision

benefit, increased Flex Spending limits, changed Third Party Administrators and implemented a

Personal Time Off (PTO) program as well as an Oracle HRIS system.

Replaced all benefit programs and service providers from CA to the East Coast. Switched from self-

insured medical plan to a fully insured product within a 30-day time frame that would save costs and

address the risk of coverage loss at a time of contract renewal and downsizing.

Palomar Pomerado Health System, San Diego, CA 1985-2000

Largest public, non-profit hospital district in California, over 800 square miles with approximately $250M

operating budget, 650 beds, 9 Facilities and 3,500 employees. Hired as Assistant Director.

Director of Human Resources

Top operating HR executive, reporting to the CEO for last three years. Managed staff of up to 15 in the

areas of Employment/ Recruitment, Employee Health, Workers Compensation, Employee Relations and

Benefits Assistance covering two acute care facilities, two long-term care facilities, home health, hospice,

medical offices and surgery center. Managed two acute care facility HR operating budgets over $730K.

Staffing/Restructuring: Performed job redesign, manpower planning, attrition management, downsizing and

prepared early retirement programs. Partnered with Nursing to design a Multi-skilled Resource Unit to avoid

layoffs. Participated in due diligence processes during affiliation discussions. Led the HR transition of 120

employees of Graybill Medical Clinic into a Management Services Organization (MSO) agreement. Developed

and enhanced orientation and recruitment programs e.g., Internet options, marketing tools/brochures,

empowerment culture, etc. and initiated improvements based on survey feedback.

Worker’s Compensation/Safety: Reduced costs per FTE and system-wide expenses by $150K

in one year. Managed $3M workers compensation budget and as Council member, led reduction

of State fund deficit from $9M to $2M. Chaired Hospital Safety Committee.

Employee Relations: Countered union organizing campaign resulting in defeat of California

Nurses Association election. Appointed Employee Relations Officer by the Board of Directors.

Lost no EEOC/DFEH claims or lawsuits with no settlements. Reduced grievances by improving

employee relations. Instituted progressive discipline practices to reduce claims and lawsuits.

Reduced turnover by 10% in Palomar Medical Center in one year. Participated in the

development and implementation of three system wide employee satisfaction surveys. Facilitated

systems and culture integration for two acute care hospitals, two long-term care facilities, home

health agency, surgery center and several Physician Office practices. Appointed as HR Staff

Liaison to the Personnel Committee of the Board of Directors.

Compensation/Benefits/HRIS: Partnered with HR team to develop new job evaluation and criteria

based job description programs. Administered implementation of flexible benefits and PTO program. Developed

recruitment bonus and weekend pay programs. Partnered in development of a user-designed HRIS system.

HR Metrics/Action Teams: Developed and implemented HR Quality Indicators for productivity

and Total Quality Management. Sponsored, facilitated and led Process Action Teams. Reduced

$1.14M PTO dollars; reduced OR turnaround times; implemented system-

wide orientation program. Partnered with Nursing to establish system-wide Professional Practice

Committee and Patient Focused Care program in order to embrace an employee empowerment

culture and improve patient care delivery. Designed efficiency measurement system for HR

metrics to enhance HR deliverables. Developed and presented management training programs

(averaging 4.9 on a 1-5 scale).

Orchestrated successful outcomes during five Federal Joint Commission surveys on

“Management of HR” category. Developed the HR Management Plan and presented competency

reports to the Board of Directors.
