Duties:

Serves as a junior project manager & technical authority with responsibility for coordina tion,

execution, and oversight of Installation Restoration Program (IRP) sites, Military Munitions

Response Program (MMRP) sites, & Base Realignment & Closure (BRAC) sites throughout

CONUS, to identify & cleanup chemical, biological, radiological, munition s & related

contaminants or hazardous materials.

Provides support in the execution of the Installation Action Plan (IAP) Program. Schedules and

conducts IAP and cost-to-complete (CTC) data gathering and validation meetings, produce Amy

and public versions of IAP documents provide support of database updates for approximately 189

installations. Analyzes IAP after action reports and summaries findings for senior management on

key cleanup program management initiatives. Tracks land use control issues, restoration advisory

board solicitation requirements, five-year review questionnaires, public involvement in the IAP

process, and other installation specific requirements. Evaluates the IAP process and IAP tool for

improvements to enhance quality and accuracy of the documents. Develops requirements and tests

software for the IAP tool and performs quality assura nce audits of process. Maintains web site to

provide easy access to IAPs fo r Army and public stakeholders.

Participated as a team member on a lean six sigma (LSS) project to automate IAP finalization and

posting process. The project led to a cost avoidance of 387 hours ($14,472.81)/ year by reducing

quality control requirements and re-work time. Quality was improved by reducing posting errors

and providing real time access of finalized documents to the Army and public.

Participated as a team member on an LLS project to develop land use controls (LUCs) layer for

the Army Mapper Geographic Information System (GIS).

Participated as an LLS team member to develop LUC management and implementation plan. This

includes the steps the installations need to follow from decision to use a LUC until the LUC

closeout and provides examples of successful management tools.

Participates in monthly USAEC GIS Committee Meetings to discuss the ways USAEC and the

Army are using GIS enterprise systems to manage installations resources and environmental

cleanup.

ADDITIONAL Training Completed:

Military Response Program 101 training- Topics included regulatory considerations, basic geophysics tools

and processes, munitions constituents sampling, ordnance descriptions, uses and functioning, remedial

investigation and feasibility study execution, munitions response site prioritization protocol (MRSPP),

basic safety considerations and personnel qualifications, handling of munitions potentially presenting an

explosive hazard, construction support considerations, and public affairs tools.

Unexploded Ordnance (UXO) 101 training- Topics included definitions and types of UXO, components

and functions of munitions, munitions fill and hazards, field use and remaining munitions, explosive

hazards and safety considerations and the three R's of UXO safety.

Munitions and Explosives of Concern Hazard Assessment (MEC HA) 101 training -

Course focused on the hazard management choices that must be made during site evaluation and cleanup of

MEC under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

USACE CERCLA/RCRA training- Course focused on how to interpret and implement the CERCLA and

RCRA Remediation Process to identify and cleanup chemical, biological, radiological, munitions and

related contaminants or hazardous materials.
