I have more than 25 years of business experience managing small
companies averaging 5 to 10 million dollars annual revenue, in
addition to my experience as an executive level manager of a company
whose annual revenues exceeded 100 million dollars. My skillful
leadership, project management, and team-building enable me to deliver

Project Manager/LST Program Manager
My technical and managerial experience combined with an in-depth
expertise in all aspects of business application life cycles have
enabled me to save the Aviation Weather Center (AWC) 25 percent on the
overall cost of the IT architecture through tight integration into the
weather service's Internet architecture, while working to build a
compelling business case with management and NWS headquarters. We
accomplished this by the successful completion of the CAWS web
project; previously the AWC was not able to successfully complete this
work. This project provides the AWC with new funding sources from the
FAA. It will also allow the AWC to grow its web services because they
are now one of a few FAA QICP Certified government web sites. My
skills in project management, analysis, design, programming, and
training allowed me to complete this project on time and within
budget. The NWS acknowledged my contributions by selecting me NOAA
Team Member of the Month for September 2010. I have managed and made
significant technical contributions to the following AWC projects:
. The Consolidated Aviation Web Services (CAWS) web farms
(www.aviationweather.gov).
. The new web enabled International Flight Folder Document Program
(WebIFFDP).
. The Washington World Area Forecast Center (WAFC) Internet
replacement for the International Satellite Communications
System (ISCS) supporting the World Area Forecast System (WAFS)
named the WAFS Internet Files Services (WIFS).
. The design, development and implementation of the
infrastructure and programming changes required to meet the FAA
QICP Certification.
. The integration of the AWC web services into the NOAA WOC web
farms.
. The selection and implementation of the PHP ZEND Framework which
utilizes state of the art object oriented coding patterns and
principals.

Web Application Developer/Systems Administrator
I was initially employed to maintain the International Flight Folder
Document Program (IFFDP) FAX system. The AWC management recognized my
project management skills and requested I begin the eQICP Project.
This is an important and highly visible project enabling the AWC to
gain its required QICP Certification for FAA compliance and funding. I
became the eQICP Project Manager and wrote the project management plan
including writing several agreements between related government
agencies. AWC management boasts the eQICP Project Plan is the most
successful project they have seen in their careers. This project
includes combining all the current AWC web sites into a collective
referred to as the Consolidated Aviation Web Services (CAWS). In
addition I provide maintenance for the IFFDP Fax system while creating
project documentation and planning for future development of the AWC
IFFDP web enabled capability.

Anthem Management Group, Inc. (AMG) primarily provides contract
services in the web development area. My training over the last
thirty some years includes many different computer technologies; from
programming to administration and management. More recently I am
working with many of the more current Internet (LAMP) technologies,
including the Apache Web Server, Linux Operating System, MySQL
database. This includes shell scripting and programming languages such
as, JavaScript, PHP, C and C++. In addition, I am an IBM certified AIX
instructor with familiarity with the J2EE technologies, including
IBM's WebSphere Suite and Java. At AMG I sold and developed web sites
programming on-line, real-time interfaces for other companies,
including payment system services like Pay Pal and shipping service
companies like UPS and USPS. Much of my time spent over the last
several years is preparation to enhance my technical and project
management skills concentrating on the Internet technologies,
employing management and development techniques from the Project
Management Institute and the Unified Modeling Language. My experience

I founded and developed this innovative technology company, offering
professional education services, IT consulting and custom solutions.
ATS became a certified IBM training partner within one year of its
existence.
. ATS increased sales from $100,000 to over $5 million in five
years by creating a new market area. Acquired and expanded a
professional education partnership with IBM Learning Services,
increasing the educational curriculum from 6 to over 100 course
offerings.
. ATS provided consulting expertise for IBM WebSphere application
development. Authored and presented a focused one-day WebSphere
seminar, concentrating on the J2EE standard.
. I was part of a team of project managers (in 2000, 2001 and
2002) responsible for the architecture and implementation of
J2EE (WebSphere) applications for the State of Iowa. The two
areas within the state were the Iowa Court Information System
(ICIS) and the Iowa Public Employees' Retirement System (IPERS).
. ATS insured secure transmissions between remote locations by
implementing a virtual private network (VPN) between one
location in St. Louis, Missouri and two locations in Overland
Park, Kansas.
. ATS sold, installed and maintained computer-based telephone PBX
(VoIP) systems providing state of the art automated outbound
call center capabilities.

Client-Server Technologies Consultant
I provided innovative, custom client-server solutions for a variety of
clients.
. I programmed a seamlessly connected legacy application with a client-
server program by designing and developing a custom "telnet" interface
for the Sprint Corporation.
. My work experience on this project preceded the wireless revolution. I
designed and managed the development of a wireless shipping/receiving
application for Payless Cashways.
. I facilitated, designed and managed a pilot project for Receive and
Repair Systems for the local Sprint telephone companies with the
respective managers from each of the local companies (now consolidated
into a new company - Embark).
. I designed a client-server system for consumer grocery stores, providing
tracking of personnel and products involved in the "free sampling"
program.
BankLine Systems, Lenexa, Kansas
1991- 1993
Program Manager
I managed a staff of eight developers that were responsible for
maintaining and enhancing the BankLine Banking Software System used by
several hundred banks.
. I designed, managed and helped program a microcomputer controller to
interface teller terminals and ATM networks to the BankLine System.
. I researched, evaluated options, and presented a plan to executive
management for future enhancements using IBM R/S6000 computer systems.
These features enabled the company to pursue marketing a newer more
powerful hardware/software system, eventually purchased by over 50% of
their clients.
. I managed the conversion of BankLine software to the IBM AIX system.
US Central Credit Union, Overland Park, Kansas
1988 - 1990
Project Manager
I led a team focused on the development of a client-server application
for credit unions using IBM AS400 servers.
. I coordinated outside consultants assisting in the development of a
comprehensive corporate credit union application for US Central Credit
Unions.
. I provided IT consulting services to second and third tier credit unions.
Summary of Previous Experience
I worked with doctors and insurance agencies to design and develop
doctors' office management software for client-server systems, also
provided remote services for client-server applications. I was the
main architect and project manager in the development of an ATM switch
providing ATM services to over 60% of banks in Overland Park, Kansas.
I worked with some of the largest banks in the US who provided back
end authorization for a debit card transaction system for the Southern
California area, from Los Angeles to San Diego. I managed the design
and development of a system to create and maintain debit cards for all
major ATM manufactures' equipment. I managed and designed the
development of a controller for ARCO Corporation to provide debit card
access to hundreds of gas stations in California. I also programmed
various areas in SAGE the US Air Defense System.
