Supervised and managed the development of multi-discipline construction
projects in Engineering Department. Developed projects' scope and design
criteria to meet the operational and structural needs of the facilities.
Supervised in-house design staff and consultants in the development of
acceptable solutions to technical problems. Reviewed design drawings,
specifications, and construction cost estimates to ensure technical
content, constructability, and compliance with operating and maintenance
standards. Prepared and monitored schedules and budgets for projects;
reviewed contractors' proposals and prepared required documentation to
award construction contracts.

The U.S. Department of Energy, National Nuclear Security Administration
Second Line of Defense Program, Port Klang, Malaysia (6 Months)
This project required DOE security clearance and was granted.
The work includes the installation of detection system and all necessary
supporting site development .As a lead civil engineer I handled difficult
assignments effectively and my good performance exceeded expectations in
critical areas. My effective planning improved the quality of task
assignments, operating procedures and program activities. Attended several
meetings with Malaysian officials including KTM railroad to resolve any
critical issues. I handled difficult situations with professionalism and
effectiveness. Promoted safe working environment and solutions to problems
encountered in meeting with Malaysian Officials. Managed and produced
redline drawings, Design Request Notification (DCN), and Deficiency Report
(DR). Identified the required changes to "issue for construction" documents
via Design Change Requests (DCRs). I clearly performed outstanding
accomplishments for all the tasks and responsibilities assigned to me.
BTC Facility, Clarksburg, WV
This project required FBI security clearance and was granted.
The project includes construction of asphalt and gravel access roads, a
four level parking garage, the proposed Biometric Technology Center (BTC)
facility, a gatehouse, and construction and connection of all necessary
utility lines. My responsibilities include supervising and managing the in-
house staff. Reviewed design drawings, specifications, and stormwater
management calculations.
Little Creek Culvert Replacement, USDA National Forest Service, Region 8,
Alabama
Lead Engineer for the Design-build Package to replace an existing 10'x10'
concrete box culvert in the Talladega National Forest with one that is
compliant with Aquatic Organism Passage (AOP) design requirements
(previously referred to as fish passage). The main purpose of this project
was not simply to replace the deteriorated structure, but also support the
USDA Forest Service's goal to provide access for aquatic organisms and
restore the aquatic ecosystem as described by 36 Code of Federal
Regulations (CFR) 219.19 and 40 CFR 232.3, while maintaining a safe
transportation access to national forest land. The existing concrete box
culvert was replaced with a multi-plate aluminum arch to facilitate a
restoration of natural streambed channel using Aquatic Organism Passage
Guidelines. Mr. Baghadam oversaw the development of the design requirements
for a stream simulation bed that included ribs and rock steps that would
mimic natural stream processes. In addition, these features provide fish
rest stops and facilitate fish passage both up and down the stream.
Additional project requirements included complying with FP-03 as amended by
the USDA Forest Service, Region 8 and Alabama Best Management Practices.

Served as Quality Control Manager during construction of several hotels and
buildings in Jersey City, New Jersey along New Jersey Transit Light Rail
Systems.
Reviewed, and approved design drawing, specifications, and construction
cost estimates to ensure technical content, constructability, and
compliance with operating and maintenance standards, for a commercial &
residential building in Morristown, NJ along with NJ Transit Rail System
Reviewed groundwater design of a federal department of defense project
located in Long Island, New York. Directed all engineering tasks, including
flood control, river erosion and restoration, geomorphology and sediment
transport and watershed management. Provided hydraulic analysis and design
of proposed facilities including channels, grade control and bank
stabilization structures, hydraulic structures such as culverts, pipes, and
weirs. Prepared engineering designs, plans specifications, quantity take-
off, cost estimates, and comprehensive design reports for all of the above
features, utilizing federal hydrologic and hydraulic models such as HEC-
RAS, HEC-HMS, Win TR-20, and Win Tr-55

and labor; evaluated contractor proposals for changes in work; wrote post

Light Rail System properties, key activities accomplished within each
agreement included: Scoping of proposed work. Coordination with Light Rail
